THE HONORABLE CITY COUNCIL OF THE CITY OF LOVELOCK MET IN REGULAR
SESSION ON APRIL 15, 2019 AT THE LOVELOCK CITY HALL AT 7:00 P.M.
Present: Mayor Mike Giles

Guests: Heidi Lusby-Angvick, Robert Kennerson, Jodi Phoenix, and Rita Happy.
Mayor Giles called the meeting to order at 7:00 p.m.
PUBLIC COMMENT-PERSONAL COMMUNICATION-CORRESPONDENCE:
Heidi Lusby-Angvick, Executive Director of the Pershing County Economic Development
Authority, reported attending the Nevada Rural Round-up, a tourism conference. Grant
information was discussed and classes were offered on a number of topics. Lusby-Angvick also
attended the Nevada Rural Caucus.
MINUTES REVIEW-APPROVAL:
Council member Rowe moved to approve the March 19, 2019 regular City Council meeting
minutes as presented.
Motion carried unanimously.
BUSINESS IMPACT DETERMINATION:
After review and consideration of the probable effect that each agenda item for this meeting could
have on a “business” as defined by statute, Council member Murphy moved to make a finding
that no item on this meeting agenda appears to impose a direct and significant economic burden
on a business or directly restrict the formation, operation or expansion of a business.
Motion carried unanimously.
SEWER-DISPOSAL ACCOUNT DELINQUENCIES / ADJUSTMENTS / REFUNDS:
City Clerk Booth presented the delinquent account list for review.
Rita Happy appeared and advised she used her available funds to get the water turned back on
and is not able to pay the sewer bill until May 5, 2019. The Council offered to allow her until the
next City Council meeting on May 7, 2019 to pay the bill in full. Happy agreed to the arrangement.
REQUEST PURSUANT TO LOVELOCK MUNICIPAL CODE 31.040 FOR EXEMPTION FROM
REQUIREMENT TO COLLECT ROOM TAX AT SAGE MOTEL, 1335 CORNELL AVE:
Robert Kennerson stated he recently purchased the Sage Motel at 1335 Cornell Ave. and
researched the past property use as apartments from 2005 until 2014 when no room taxes were
collected or paid. Kennerson wants to use the property for apartments and requested an
exemption from the room tax requirement.

After some discussion, Mayor Giles suggested discussing the situation with the City legal counsel
and holding a special City Council meeting on April 29, 2019 at 7:00 pm to further consider the
matter. Staff was directed to contact legal counsel.
No action was taken.
FISCAL YEAR 2018-2019 BUDGET AUGMENT REQUEST / GRANT FUNDING:
Mayor Giles stated that the budget for fiscal 2018-2019 needs to be augmented to account for
receipt of grant funding from JAG in the sum of $27,390 for police department equipment and
funding from GDBG in the sum of $262,535 for the wastewater treatment plant project. Giles
noted that since the sources of the funds are grants, no formally noticed public hearing is required.
Council member Rowe moved to augment the budget as proposed.
Motion carried unanimously.
BUSINESS-LIQUOR-SPECIAL EVENTS LIQUOR LICENSES - BUILDING PERMITS:

STAFF-COUNCIL REPORTS-PROPOSALS:
Mayor Giles reported that Watchguard was on-site last week and Terri Wilcox was trained on the
new camera system. There will be a police department employee going to POST in July.
Council member Gentry attended the Recycling Center Board meeting. Gentry reported he was
approached by a member of the public regarding animal control issues.
Council member Rowe asked if weed notices were being sent out and if the City has been
spraying weeds. City Clerk Booth said that letters have been and are being sent. Mayor Giles
stated the City has started spraying.
Mayor Giles reported: (i) receiving a request from a citizen to be on the TV district board, however
this is a County appointment and there is nothing the City can do; (ii) receiving correspondence
from Jean Barret, who reviewed the files for the CDBG grant for the waste water treatment project,
stating that everything was in order and the grant is now closed; (iii) if AB485 dealing with electric
scooters passes, the City will need to look at adding an ordinance; and, (iv) receiving calls from

Joe Dice regarding setting up an agreement with the City to share tax revenue from the Tribal
marijuana dispensary.
VOUCHERS, CLAIMS AND PAYROLL:
Council member Murphy moved to approve vouchers and payroll through number 46190.
Motion carried unanimously.
PUBLIC COMMENT:
There were no comments from the public.
There being no further business, the meeting was adjourned at 8:40 p.m. until the next scheduled
City Council meeting on May 7, 2019 at 7:00 p.m.
