Rondeau, MAA THE MEETING OF THE BOARD OF ASSESSORS Deputy Chief Assessor LOWELL MA September 25, 2025 Amy Lombardo Assessor A meeting of the Board of Assessors took place on September 11, 2025, at 9:00 AM in Room 36 at Lowell City Hall: In attendance: Chief Assessor; E. Brideau, Deputy Chief Assessor; R. Rondeau, Assessor; A. Lombardo 1. Review of minutes from September 04, 2025 meeting – R. Rondeau made a motion to approve the minutes, A. Lombardo 2nd – Unanimous. 2. Applications for MOTOR VEHICLE EXCISE TAX ABATEMENTS (supporting documentation attached to each application)  Motor Vehicle Excise Abatements o Week of September 01 to September 05 – Approved by signatures 3. FY26 Real Estate Interim –  FY26 interim finalizing growth and should be submitted today for BLA approval, FY27 Certificate RFP scored by the board  RRC and Vision were successful bid, the law department is preparing the contract 4. Statutory Exemption – Clause 17E: 1 application, Clause 22: 14 applications, Clause 22D: 1 application, Clause 22E: 4 applications, Clause 41C: 2 applications – R. Rondeau made a motion to approve these applications, A. Lombardo 2nd – Unanimous.  2 clause 41C applications were denied by signatures. 5. Overlay Release – the funds to pay for FY26 certificate and 2 years of valuation support need to be released, the amount is $421,900 – R. Rondeau made a motion to approve, A. Lombardo 2nd – Unanimous. 6. New Business – not anticipated within 48 hours:  ATB settlement for 45 and 90 Bolt St  Q2 billing files were submitted 7.
