Rondeau, MAA THE MEETING OF THE BOARD OF ASSESSORS Deputy Chief Assessor LOWELL MA October 30, 2025 Amy Lombardo Assessor A meeting of the Board of Assessors took place on October 28, 2025, at 9:00 AM in Room 36 at Lowell City Hall: In attendance: Chief Assessor; E. Brideau, Deputy Chief Assessor; R. Rondeau, Assessor; A. Lombardo 1. Review of minutes from September 30, 2025 meeting – R. Rondeau made a motion to approve the minutes, A. Lombardo 2nd – Unanimous. 2. Applications for MOTOR VEHICLE EXCISE TAX ABATEMENTS (supporting documentation attached to each application)  Motor Vehicle Excise Abatements o Week of September 22 to September 26 – Approved by signatures o Week of September 29 to October 03 – Approved by signatures o Week of October 06 to October 10 – Approved by signatures o Week of October 13 to October 17 – Approved by signatures o 3 Denied MVE Abatements – Approved by signatures 3. FY26 Real Estate Interim and FY27 Certification RFP’s- the BOA is working on the MRF hearing document and it will be ready before December 4th for the split rate approval. FY27 Certification RFP’s are still with legal for the contract 4. Statutory Exemption – Clause 17E: 6 applications, Clause 22: 3 applications, Clause 22D: 1 application, Clause 22E: 3 applications, and Clause 41C: 6 applications – R. Rondeau made a motion to approve these applications, A. Lombardo 2nd – Unanimous.  4 applications were denied for not meeting the criteria – denied by signatures. 5. MVE25C5 Commitments and Warrants  3489 Bills: $367,040.95 – R. Rondeau made a motion to approve, A. Lombardo 2nd – Unanimous. 6. New Staff Member Update  Marc Bergeron started as an Assistant Assessor on October 14th  Sharon Keough will start as an Assessor on November 3rd 7. New Business – The last two neighborhoods (Downtown & Acre) for the cyclical inspection will begin next week, November 3rd 8.
