Rondeau, MAA THE MEETING OF THE BOARD OF ASSESSORS Deputy Chief Assessor LOWELL MA November 13, 2025 Amy Lombardo Assessor A meeting of the Board of Assessors took place on November 04, 2025, at 9:00 AM in Room 36 at Lowell City Hall: In attendance: Chief Assessor; E. Brideau, Deputy Chief Assessor; R. Rondeau, Assessor; A. Lombardo, Assessor; Sharon Keough 1. Review of minutes from October 28, 2025 meeting – R. Rondeau made a motion to approve the minutes, A. Lombardo 2nd – Unanimous. 2. Applications for MOTOR VEHICLE EXCISE TAX ABATEMENTS (supporting documentation attached to each application)  Motor Vehicle Excise Abatements o Week of October 20 to October 24 – Approved by signatures 3. FY26 Real Estate Interim and FY27 Certification RFP’s- FY26 Real Estate Interim values are done, and the BOA is requesting FY27 Certification RFP’s before the council tonight to get 5-year contract approval 4. Statutory Exemption – Clause 22: 2 applications, Clause 17E: 1 application, and Clause 41C: 1 application – A. Lombardo made a motion to approve these applications, E. Brideau 2nd – Unanimous.  1 Clause 17E application was denied for not meeting the criteria – denied by signatures. 5. New Business – MRF hearing is scheduled for December 2nd and tax billing file is going to be done today 6. Old Business – None Motion to adjourn at 9:09 AM R. Rondeau, A. Lombardo 2nd – Unanimous.
