Rondeau, MAA Deputy Chief Assessor MINUTES Amy Lombardo THE MEETING OF THE BOARD OF ASSESSORS Assessor LOWELL MA December 4, 2025 A meeting of the Board of Assessors took place on December 2, 2025, at 9:00 AM in Room 36 at Lowell City Hall: In attendance: Chief Assessor; Ellen Brideau, Deputy Chief Assessor; R. Rondeau, Assessor; A. Lombardo, Assessor; Sharon Keough 1. Review of minutes from November 18, 2025 meeting –R. Rondeau made a motion to approve the minutes, A. Lombardo 2nd – Unanimous. 2. Applications for MOTOR VEHICLE EXCISE TAX ABATEMENTS (supporting documentation attached to each application)  Motor Vehicle Excise Abatements o Week of November 10 to November 14 – Approved by signatures o Week of November 17 to November 21 – Approved by signatures 3. FY26 Tax Rate Update – Classification hearing is scheduled for tonight, and once approved, we will work on printing the bills by December 12th 4. Statutory Exemption – Clause 41C: 1 application, 3 Senior volunteers, and 1 Veteran Volunteer – E. Brideau made a motion to approve these applications, A. Lombardo 2nd – Unanimous.  2 Clause 22 applications were previously approved and denied today due to having multiple exemptions – denied by signatures. 5. New Business – None 6.
