Rondeau, MAA Deputy Chief Assessor LOWELL MA December 12, 2025 Amy Lombardo Assessor A meeting of the Board of Assessors took place on December 09, 2025, at 9:00 AM in Room 36 at Lowell City Hall: In attendance: Chief Assessor; Ellen Brideau, Deputy Chief Assessor; R. Rondeau, Assessor; A. Lombardo, Assessor; Sharon Keough 1. Review of minutes from December 02, 2025 meeting –R. Rondeau made a motion to approve the minutes, A. Lombardo 2nd – Unanimous. 2. Applications for MOTOR VEHICLE EXCISE TAX ABATEMENTS (supporting documentation attached to each application)  Motor Vehicle Excise Abatements o Week of November 24 to November 28 – Approved by signatures o 2 Denied MVE Abatements – R. Rondeau made a motion to approve this decision, A. Lombardo 2nd – Unanimous. 3. FY26 Tax Rate Update – the tax rate was approved, and the tax rate file is being created  Residential: $11.35 per $1,000 assessed value  Commercial/Industrial: $22.04 per $1,000 assessed value 4. FY27 Chapter Land Applications – 2 applications were approved by signatures today 5. Statutory Exemption – Clause 22: 2 applications, Clause 22E: 1 application, and Clause 41C: 2 – E. Brideau made a motion to approve these applications, A. Lombardo 2nd – Unanimous.  1 Clause 41C application was denied by signatures for incomplete 6. New Business – Not anticipated within 48 hours: MVE25C6  Bill Count: 3,342  Tax: $220,192.40 7. Old Business – None Motion to adjourn at 9:23 AM R. Rondeau, A. Lombardo 2nd – Unanimous.
