October 4, 2017:
A meeting of the Lowell Board of Health was held on Wednesday, October 4, 2017 in the Mayor’s Reception Room,
375 Merrimack St. 2nd floor, Lowell, MA 01852. Chairman Jo-Ann Keegan called the meeting to order at 6:09 P.M.

Order of Business:
1. NEW BUSINESS
1.I For Acceptance: Minutes of the September 6th, 2017 meeting of the Board of Health.
Motion: To accept the minutes of the September 6th, 2017 meeting of the Board of Health made by William
Galvin, seconded by John Donovan. All in favor.
1.II For Review: Tobacco Control Monthly Report submitted by Cesar Pungirum, Program Director.
The Board accepted and placed on file. The Board scheduled a public hearing for the Lowell Food Mart, 626
School Street Sale of Tobacco Products to a Minor at the November 1st, 2017 meeting of the Board of Health.
1.III For Review: Monthly Development Services Report submitted by Senior Sanitary Code Inspector David
Ouellette.
Mr. Ouellette reviewed the report with the Board. Discussion on the September inspections of the Lowell
Public Schools occurred. Mr. Ouellette informed the Board that a few of the schools had noncritical
violations and work orders were submitted for repairs to be completed. Mr. Ouellette reviewed the schools
with violations with the Board. The Board informed Mr. Ouellette that they would like the same reporting
protocol for the schools that is followed for the restaurants. Board Member Craig Kelly added that each
school kitchen should have a pest sighting log as part of the internal protocols and food safety checklist.
Mr. Ouellette informed the Board that the FDA inspected two establishments in Lowell as part of an
anonymous study they are conducting. Mr. Ouellette showed the FDA Inspector the last two inspections for
each establishment and accompanied her to the establishment.
Mr. Ouellette informed the Board that the previously cited dog at Lupo Ink, Inc. on Middlesex St. is now a
service animal and has been seen unleashed in the shop.
1.IV Body Art Practitioner License – New

Motion: To Approve the Body Art Practitioner License Application – Tattoo Only for Joshua Bjorklund made
by John Donovan, seconded by Kerry Hall. All in favor.

1.V. Trinity Ambulance August 2017 Overdose And Home Town Report Submitted By Jon Kelley, Trinity
Ambulance, Inc.
The Board reviewed the report and discussed possible changes as there is no evidence of daily patterns
emerging. Member Kerry Hall commented that it allowed the Board to see spikes during the month. Member
William Galvin felt there was no value to the day to day totals and felt that monthly totals are more valuable
to the Board and suggested the Board consider speaking with Mr. Kelley about possible changes to the
report. Member Hall inquired what the difference between page 1 and page 2 of the report were. Member
John Donovan commented that one page is all overdoses regardless of source, and the other is all overdoses
due to opioids.

The Board reviewed the submitted reports. Ms. Lainnie Emond, Substance Abuse Coordinator, will attend the
November 1st Board Meeting.
