December 11, 2019 A meeting of the Lowell Board of Health was held on Wednesday, December 11, 2019 in the Mayor's Reception Room, City Hall, 375 Merrimack St., Lowell, MA 01852. Chairwoman Jo-Ann Keegan called the meeting to order at 6:03 P.M. Present: Jo-Ann Keegan, Chairperson John Donovan, Board Member William Galvin, Board Member Lisa Golden, Board Member Kathleen Cullen-Lutter, Board Member Cesar Pungirum, Tobacco Control Director Shawn Machado, Sr. Sanitary Code Inspector 12/11/2019 - Minutes 1. NEW BUSINESS 1.I. For Acceptance: Minutes Of The November 6, 2019 Meeting Of The Board Of Health. Motion: To accept the minutes of the November 6, 2019 meeting of the Board of Health made by William Galvin, seconded by Kathleen Cullen-Lutter. All in favor. 1.II. For Review: Tobacco Control Monthly Report Submitted By Cesar Pungirum, Program Director. Mr. Cesar Pungirum, Tobacco Control Director, reviewed the report with the Board. Mr. Pungirum informed the Board that the Massachusetts ban on vaping products ceased today. A new law regarding vaping products was passed into law. Mr. Pungirum will be attending a webinar to learn more about the new law and suggested tabling the current discussion regarding the change of the Board of Health Tobacco Regulations previously discussed by the Board until he has more information to present to them. Motion: To table discussions on the Board of Health Tobacco Regulations revisions until more information is available made by William Galvin, seconded by John Donovan. All in favor. 1.III. Monthly Development Services Report Submitted By Senior Sanitary Code Inspector Shawn Machado. Mr. Shawn Machado, Sr. Sanitary Code Inspector, reviewed the report with the Board. Mr. Machado noted that complaints about rodents in the schools are down and he will be following up on the Lincoln School sprayer hose. 1.IV. Body Art Establishment and Practitioner Renewals For 2020 Motion: To approve the Body Art Facilities 2020 licenses made by Lisa Golden, seconded by Kathleen Cullen- Lutter. All in favor. Motion: To approve the Body Art Practitioner 2020 license with the exception of Chamroeun Yan made by Lisa Golden, seconded by William Galvin. All in favor.  BOHA121119 Page 2 Motion: To approve the Body Art Practitioner 2020 license for Chamroeun Yan if the application and payment is received by December 31, 2019 if the application is not received by the stated date, Mr. Yan will have to restart the application process for further licensing made by William Galvin, seconded by John Donovan. All in favor. . 1.V. For Review: Trinity EMS Inc. Reports The Board reviewed and placed on file. Motion: To request Health & Human Services Director Kerran Vigroux to obtain a copy of the CDC HIV report for the Board's review made by William Galvin, seconded by Lisa Golden. All in favor. 1.VI. Communication: Central Massachusetts Mosquito Control Program 2020 Meeting Schedule The Board accepted and placed on file. 2. OLD BUSINESS 2.I. For Review: 2020 Board Of Health Meeting Schedule The Board accepted and placed on file. 2.II. Update: Service Zone Plan. The Board requested a report on the status of the Service Zone Plan for the January 8, 2020 meeting. 3. DIRECTOR'S REPORT 3.I. Update: Divisional and Departmental Updates. The Board accepted the reports and placed on file. The Board requested that the Air Quality Control report for the December 2019 re-inspection be placed on the agenda for the January 8, 2020 meeting. 4. Motion: To Adjourn.
