Approved 4.1.20 BOH Meeting February 5, 2020 A meeting of the Lowell Board of Health was held on Wednesday, February 5, 2020 in the Mayor's Reception Room, City Hall, 375 Merrimack St., Lowell, MA 01852. Chairman John Donovan called the meeting to order at 6:00 P.M. Present: John Donovan, Board Member William Galvin, Board Member Lisa Golden, Board Member Kathleen Cullen-Lutter, Board Member Jo-Ann Keegan, Interim Director of Health & Human Services Shawn Machado, Sr. Sanitary Code Inspector 2/5/2020 - Minutes 1. NEW BUSINESS Chairman John Donovan called the meeting to order at 6:00 PM. 1.I. For Acceptance: Minutes Of The January 8, 2020 Meeting Of The Board Of Health. Motion: To accept the minuets of the January 8, 2020 Meeting of the Board of Health made by William Galvin, seconded by Lisa Golden. All in favor. 1.II. For Review: Tobacco Control Monthly Report Submitted By Cesar Pungirum, Program Director. The Board accepted and placed report on file. 1.III. Monthly Development Services Report: Submitted By Senior Sanitary Code Inspector Shawn Machado. Senior Sanitary Code Inspector Shawn Machado reviewed the Development Services reports with the Board. The Board accepted and placed on file. 1.IV. For Review: Trinity EMS, Inc. Reports Mr. Jon Kelley reviewed the reports with the Board. Mr. Kelley noted an error on page 5 of the quarterly report which was coded wrong. The information should have been listed as weather related due to the trucks being garaged for the winter weather. The Board had no further questions and placed reports on file. 2. OLD BUSINESS 2.I. For Review: Massachusetts DPH BEH Indoor Air Quality Reports For Lowell High School DPW Commissioner Christine Clancy and Lowell School Department Facilities Manager Rick Underwood were present to speak to the Board. Commissioner Clancy spoke about the walk-through conducted at the 1922 and 1980's buildings which focused on rooms with high CO2 levels. A list of repairs was created as a result. A walk- through of the Freshman Academy will occur also. BPHM02052020 Page 2 The Air Quality Control follow-up reports and results were discussed. Board Member William Galvin noted there is an overlap between the original and follow-up reports which indicate a good portion of the violations are due to behavioral issues such as plants on windowsills, refrigerators on carpets, etc. Member Galvin asked if the violations were being addressed. Commissioner Clancy indicated they are and it is a dual effort with the School Department. Mr. Underwood spoke about the School Department efforts and that the teachers/staff are making the effort to make the corrections. Member Galvin noted that repairs had been done after the initial reports but the CO2 levels had not decreased much and asked if repairs were still being made. Mr. Underwood noted the plan is to improve airflow within the buildings. Some rooms will be focused on such as the Nurses' Office which currently has no ventilation. 2.II. Update: CDC Investigation of Increase of HIV Cases in Massachusetts Drug Users The Board reviewed the information and placed on file. 3. DIRECTOR'S REPORT 3.I. Update: Divisional and Departmental Updates Interim Health & Human Services Director informed the Board that the Service Zone Plan has been completed and signed. It will be going to the State for final review and approval. HHS Director Keegan reviewed the departmental reports with the Board. The Board noted that the Syringe Collection report had been cleaned up as requested. Director Keegan informed the Board that the interviews for the HHS Director had begun and that she is on the interview committee. 4. Motion: To Adjourn. Motion: To adjourn made at 6:40 PM by William Galvin, seconded by Lisa Golden. All in favor.
