1. NEW BUSINESS
1.I. Conference Call Log-In Information
1.II. For Acceptance: Minutes of the December 1, 2021 Board of Health Meeting
Motion: To accept the minutes of the December 1, 2021 Board of Health meeting made by Erin Gendron, seconded by
William Galvin. All in favor.
1.III. Petition: Request By Lowell Sun Charities for a Mask Mandate Waiver related to the Golden Gloves Tournament.
Mr. Peter Coughlin and Mr. Bob Russo were present to speak regarding the request for a waiver to the mask mandate for the
Golden Glove tournament. Members Kathleen Cullen-Lutter and William Galvin inquired if the boxers would be tested the
day of the tournament. Mr. Russo spoke to the Board, informing them of the difficulty getting testing kits and the fact that
the majority of the boxers have been vaccinated and tested. Boxers would wear masks at all times except for while they are
inside the ropes and boxing. Member Galvin inquired if the City could provide some testing kits to the tournament. HHS
Director will be able to provide 30 tests for the first date and possibly for the second.
Motion: To grant a waiver to the Golden Gloves Tournament for boxers while in the ring with the recommendation of boxers
being tested prior to their match made by Kathleen Cullen-Lutter, seconded by Erin Gendron. All in favor.

1.IV. For Review: Monthly Development Services Report Submitted By Senior Sanitary Code Inspector Shawn Machado
Sanitary Code Inspector Jimmy Le reviewed the reports with the Board. The Board had no questions.
1.V. Public Hearing Regarding Eucamerica Grocery Store 419 Bridge St Lowell
Sanitary Code Inspector Jimmy Le spoke to the Board regarding the revocation of the food permit for Euramerica 419 Bridge
Street due to repeated food and sanitary code violations. Mr. Lee described to the Board the nature of the violations and
the Inspectors attempts to education the owner about the requirements and laws. Mr. Le also informed the Board that the
establishment had been closed by the State Department of Industrial Accidents.
Estaphanie Guaman and Chris Torres were present to assist with interpretation for Manager Maria Penguiz. The
circumstances regarding the latest violation were discussed. Mr. Le noted that the owner and her daughter both attended a
meeting with the inspectors at City Hall to review the requirements and violations still occurred. The Spanish-speaking
Inspector has also been involved with trying to education the owner regarding the requirements. Additionally this
establishment does not have any employees with the required ServSafe, Chokesafe, and other certificates, so they may only
sell prepackaged foods.
MOTION: To revoke the food permit for Euramerica, 419 Bridge St. until such time that the Sanitary Code Inspectors
determine it is appropriate for reapplication made by William Galvin, seconded by Kathleen Cullen-Lutter. All in favor.

1.VI. Communication: From DPW Commissioner Christine Clancy Regarding Repairs In Lowell Public Schools
DPW Commissioner Christine Clancy reviewed the communication with the Board. The Board had no questions.
1.VII. For Review: Tobacco Control Monthly Report Submitted By Cesar Pungirum, Program Director
The Board accepted and placed on file.
1.VIII. Body Art Establishment And Practitioner Renewals For 2022
The Board had no questions.
Motion: to approve the 2022 Body Art Facility Permits made by William Galvin, seconded by Kathleen Cullen-Lutter. All in
favor.

1.IX. For Review: Trinity EMS, Inc. Reports And Notifications Submitted By Jon Kelley
The Board accepted and placed on file.

1.XI. Informational: City Of Lowell Winter Weather Contingency Plan
The Board accepted and placed on file.
1.XII. Informational: Preventative Medicine Online Report - October 6 2021 Regarding Opioid Crisis In Lowell MA
The Board accepted and placed on file.
2. OLD BUSINESS
2.I. Update: COVID-19
HHS Director Lisa Golden updated the Board on the COVID case count and positivity rates. Lowell residents who have a
reported positive case through the MAVEN system are receiving a text message and phone message regarding what to do.
This seems to be helpful in cutting down the number of calls to the Health Department. Vaccine clinics were discussed. The
distribution of the 38,000 home test kits received from the State was discussedl
3. DIRECTOR'S REPORT
3.I. Divisional and Departmental Reports and Updates
The Board accepted the reports and placed on file. HHS Director Golden updated the Board on the new hires to the Health
Department.
