Chairperson Jo-Ann Keegan called the March 6, 2024 meeting of the Board of Health to order at 6:04PM
3/6/2024 - Minutes
1. NEW BUSINESS
1.I. For Acceptance: Minutes of the February 7, 2024 Meeting of the Lowell Board of Health
Motion: To accept the minutes of the February 7, 2024 Meeting of the Lowell Board of Health made by Erin Gendron, seconded
by William Galvin. All in favor.
1.II. For Review: Monthly Development Services Reports Submitted by Sr. Sanitary Code Inspector Jimmy Le
Board Member William Galvin noted that there were no schools listed on the Failed Establishment Report. Chairperson Jo-Ann
Keegan requested that Sr. Inspector Le put Ecumerica, 462 Bridge St on a shortened inspection schedule. Chairperson Keegan
would like Sr. Inspector Le to update the Board as to why some establishments are not being inspected on the 6-month
schedule, with some being longer (i.e. UMass Lowell 13 months, Olympia Restaurant 11 months and Wendys 11 months)
1.III. For Review: Proposed Modification to the Board of Health Body Art Regulations
The Board reviewed the proposed changes to the Board of Health Body Art Apprentice Regulations. Julia DeMoura from I Love
Beauty, 11 Mill St. was present to speak to the Board. An interpreter was available for Ms. DeMoura
The Board modified the Apprentice Program Regulations
1. The Board indicated that membership shall be in either the American Academy of Micropigmentation or the Society of
Permanent Cosmetic Professionals
2. Add the option of the American Academy of Micropigmentation Diamond Level to the required the Apprenticeship
Trainer qualifications.
Motion: to accept the draft Body Art Apprenticeship Program modifications made by Erin Gendron, seconded by Alison Keegan.

The Board modified the Body Art Regulations:
1. 18.11 add “with the exception of removal of microblading pigmentation on the eyebrows”
2. 18.02 add “lips”

Discussion on the fees occurred.
Motion: to decrease the establishment fees to $500.00 (Five Hundred Dollars) and decrease the Practitioner and Apprentice
Licenses back to $250.00 (Two Hundred Fifty Dollars) made by Kathleen Cullen-Lutter, seconded by Erin Gendron. All in
favor
Motion: Strike 14.19 (11) and add No food or drink at the workstation made by William Galvin, seconded by Alison Keegan. All
in favor.

1.IV. For Review: PrideStar EMS, Inc. Reports and Notifications Submitted by Jon Kelley
The Board reviewed the report and placed on file.
1.V. Informational: Donation of AED Machines to City of Lowell Pending Council Approval
The Board reviewed and placed on file.
2. OLD BUSINESS
2.I. For Review: Cashins & Associates Air Quality Report
The Board reviewed and placed on file.
2.11 For Review: Pawtucket Memorial - EMSL Analytical Mold Report
The Board reviewed and placed on file. HHS Director Lisa Golden noted that the report now gives an interpretation which
indicates it is safe.
3. DIRECTOR'S REPORT
3.I. Informational: Wastewater COVID-Flu-RSV Testing
The Board accepted and placed on file.
3.II. Departmental/Divisional Reports and Updates
HHS Director Lisa Golden informed the Board that Country Farms on Branch St has been served a thirty-day suspension of their
State tobacco license. Director Golden recommends that Country Farms ownership come before the Board at the April meeting.
The Board agreed this would be appropriate. Additionally, Director Golden informed the Board that Tobacco Control will have a
suspension hearing at the April meeting.
Director Golden informed the Board that the CDC has dropped the 5-day isolation requirement but that Mass DPH and DESE
have not done so yet. The Health Department has some test kits still available. Board Member Galvin inquired if residents of
the ICC were being given COVID vaccinations. Director Golden informed the Board that Lowell Community Health Center is
working with the immigrants regarding vaccination status and school aged children residing at the ICC have been brought up to
date on their required vaccinations and the adults are getting caught up also.
Director Golden informed the Board that a Medication Take Back Day will be held on April 27th in conjunction with the National
event.

Discussion on TB cases and LTBI occurred. Director Golden will follow up with the Public Health Nurse Manger as to why there
are suspect cases listed in the LTBI totals.
4: Motion to Adjourn
Motion: to adjourn the March 6, 2024 Board of Health meeting at 7:25 PM made by William Galvin, seconded by Alison Keegan.
