2. 2014 / 90 - SPECIAL MEETING NOTICE
Notice is hereby given, as required by Rule 6 of the City of Lowell City
Council Rules, that the Lowell City Council will hold a Special Meeting of
the Lowell City Council in the Council Chambers on Monday, February 3,
2014 at 5:00 PM.
The purpose of the meeting is to discuss and appoint an acting City
Manager effective March 11, 2014 in accordance with Massachusetts
General Laws Chapter 43, Section 103.
The public is invited to attend.
Special Meeting of City Council
Roll Call 9 present (5:05 PM).
M. Elliott presiding.
Mayor Elliott opened meeting and read posted notice.
Motion by C. Kennedy, seconded by C. Rourke “to appoint City Clerk, Michael Q. Geary, acting City
Manager effective Noon on March 10, 2014 until such time as new City Manager is in place.” Adopted
on Roll Call Vote, 9 yeas. So voted. C. Martin supported the motion and noted the Clerk was qualified
as a department head and currently directly reports to Council. C. Martin noted the acting manager has
authority to hire to assist in his duties. C. Martin recognized the interest in other department heads to
the position but the selection of the Clerk would be most efficient. C. Mercier commented on the
selection and noted the qualifications of other department heads. C. Mercier questioned the difference

between acting and interim manager. City Solicitor O’Connor noted the distinction and commented that
the Council can chose a manager for any amount of time. City Solicitor O’Connor commented that the
acting manager has full authority under the statute. C. Samaras supported the motion and requested of
Mayor to have current City Manager prepare an exit strategy to assist with new management. C. Leahy
noted his appreciation for those interested in the job and commented the Clerk was the most logical
choice. M. Elliott proposed setting a time certain. C. Kennedy noted that setting a time limit would not
be most efficient approach and that it should be open ended. C. Belanger noted that there should be no
time limit on the matter.
Motion by C. Kennedy, seconded by C. Mercier “to appoint Assistant City Clerk Angela Gitschier as
Acting City Clerk during time Clerk is in the role of Acting City Manager.” Adopted on Roll Call Vote, 9
yeas. So voted.

3. - Time for meeting to stand adjourned.
Motion by C. Kennedy, seconded by C. Rourke “to adjourn.” So voted.
