1.1. 2014 / 312 - Proclamation - To Acting DPD Director Diane Tradd and Community Dev.
Director Allison Lamey recognizing "National Community Week".
Roll call showed 7 present, 2 absent (C. Leahy, C. Samaras).
Mayor Elliott Presiding.
M. Elliott requested moment of silence in darkened chamber for Elaine McDermott Sweeney.
M. Elliott reflected on his friendship with her.
M. Elliott read and presented proclamation to Diane Tradd and Allison Lamey of DPD
recognizing “National Community Week”. Ms. Tradd addressed and thanked the Council.

Milinazzo questioned the transfer procedure of the Lowell Fire Department. Robert Healy
(Interim CFO) explained the procedure adopted by Council.
C. Mercier noted the second annual Pet Fest on April 26, 2014 and urged attendance.

7.1. 2014 / 318 - Public Safety SC April 22, 2014.
In City Council, C. Rourke issued the report and noted attendance. C. Rourke outlined the
topics taken up at the meeting including the use of NARCAN; Service Plan report; and Matrix
Study for the LPD. Motion by C. Milinazzo, seconded by C. Mercier “to accept the report as a
report of progress.” So voted.
C. Belanger noted Economic Development SC scheduled for April 29, 2014.

In City Council, referred “To the Law Department for report and recommendation” by Motion
of C. Kennedy, seconded by C. Martin. So voted.
CITY COUNCIL - MOTIONS
9. - CITY COUNCIL - MOTIONS
9.1. 2014 / 314 - C. Kennedy - Request City Mgr. engage the proper department at UMass-
Lowell to conduct a back water study to determine the maximum river
water depth before flooding occurs in the Clay Brook Watershed.
In Council, seconded by C. Rourke, read and referred to City Manager. So voted. C. Kennedy
noted the issues involved and the need for the City to have their own back water study and that
it should be done timely and in conjunction with UMass-Lowell.
M. Elliott relinquished Chair to C. Mercier at 6:55 PM.
9.2. 2014 / 315 - C. Samaras/M. Elliott - Req. Youth Activities SC meet to discuss Healthy
Summer and summer jobs program.
In Council, no second needed, read and referred to Youth Services SC. So voted. M. Elliott
noted that the subcommittee could be used to recognize the various programs that are
available and to get the word out regarding them.
9.3. 2014 / 316 - M. Elliott - Req. City Mgr. report on efforts to clean streets and sidewalks in
downtown on weekends.
In Council, seconded by C. Milinazzo, read and referred to City Manager. So voted. M. Elliott
noted the need for a better job during the weekend. M. Murphy commented he had begun
working on a solution which would include work on Saturday. C. Belanger noted that the need
was there for the work.
C. Mercier returned Chair to M. Elliott at 7:00 PM.
