Geary City Clerk Regular Meeting Minutes Date: May 15, 2014 Time: 5:00 PM Location: City Council Chamber 375 Merrimack Street, 2nd Floor, Lowell, MA MAYOR’S BUSINESS 1. - MAYOR'S BUSINESS 2. 2014 / 382 - Special Meeting May 15,2014 SPECIAL MEETING NOTICE Notice is hereby given, as required by Rule 6 of the City of Lowell City Council Rules, that the Lowell City Council will hold a Special Meeting of the Lowell City Council in the Council Chambers on Thursday, May 15, 2014 at 5:00 PM. The purpose of which is to meet as the Committee of the Whole in order to conduct an interview with one of the five finalists for the position of City Auditor of Lowell. The public is invited to attend. Roll Call 9 present (5:00 PM). M. Elliott presiding. Mayor Elliott opened meeting and read posted notice. M. Elliott introduced Mr. Andrew Vanni and outlined procedures for the interview. Mr. Vanni made opening statement outlining his current job and responsibilities along with his educational background. C. Kennedy questioned Mr. Vanni regarding supervision; working with contract; prior audits. C. Leahy questioned Mr. Vanni regarding reasons for seeking position; supervision; MUNIS. C. Martin questioned Mr. Vanni regarding responsibilities of auditor; City of Lowell • 375 Merrimack Street • Lowell, MA 01852 • www.lowellma.gov  (Page 2 of 2) finding in audits; reconciliation of cash; education; payroll. C. Mercier questioned Mr. Vanni regarding reasoning for position; town budget; knowledge of audit functions; DOR accountant system; MUNIS; borrowing procedures; retirement; working relationships; best qualities for the position; starting time. C. Milinazzo questioned Mr. Vanni regarding certifications; current bond rating; working with problem issues; grants; enterprise funds; first 30 days on the job. C. Rourke questioned Mr. Vanni regarding management style; handing fraud and waste issues. C. Samaras questioned Mr. Vanni regarding investigative factors and procedures; compliance procedures; goal accomplishments. C. Belanger questioned Mr. Vanni regarding budget planning in timely fashion. M. Elliott questioned Mr. Vanni regarding prior work experience; progression in current position; ability to familiarize self with current system; interaction with independent audit; management letter findings; payroll; bi-weekly payroll. Mr. Vanni made a closing remark posed some questions to the Council regarding expectations and calendar for hiring. ADJOURNMENT 3. - Time for meeting to stand adjourned. Motion to adjourn by C.
