Leahy, seconded by C. Martin. So voted. Mr. Belley and Mr. Deluca addressed and thanked Council. C. Martin requested to research and find out if Council has appointments to this commission. M. Murphy replied that he would investigate and report on matter. VOTES FROM THE CITY MANAGER 3. - VOTES FROM THE CITY MANAGER 3.1. 2014 / 413 - Vote-Timely Receipt of Proposed Budget FY15 In Council, read twice and adopted. Motion to “waive full reading” by C. Rourke, seconded by C. Samaras. So voted. C. Mercier requested the bottom line of the budget. M. Murphy gave presentation regarding budget and thanked his financial team of Conor Baldwin, Robert Healy and Rodney Conley. Manager outlined features of the budget including public safety, education and economic development and outlined the challenges faced with this budget. Manager outlined revenues and expenses. C. Milinazzo commented on bottom line figure. C. Leahy commented on the economic development element in the budget. C. Belanger commented on charter school reimbursements as well as new firefighter positions. Manger noted net school funding issues. C. Mercier commented on tax implications of the budget. Samaras commented on the goals set into the budget. M. Elliott noted the deficits in snow and ice as well as stabilization fund. Manager commented there will be a more aggressive collection practice as well as the use of free cash to address the deficits. C. Rourke questioned the FEMA money available to the City.
