Roll Call 7 present, 2 absent (M. Elliott, C. Mercier). So Voted.
Vice Chair Leahy presiding.
In City Council, Motion “To accept and place on file” by C. Kennedy, seconded by C. Martin.

In City Council, Motion “To accept and place on file” by C. Kennedy, seconded by C. Belanger.
So Voted.
Vice Chair Leahy commented on Motion Response (A) regarding Disability Commission noting
solutions and any available grant monies.
C. Kennedy commented on Motion Response (B) regarding Central Business District
questioning the availability of assistance of retail brokers. C. Belanger noted the work being
done and that it was heading in the right direction. C. Samaras requested the development of an
incentive plan for the District. Vice Chair Leahy thanked City Manager for the report.

Vice Chair Leahy recognized Lila Lorrey as honorary City Manager for the day.

In City Council, C. Martin outlined the sub/committee meeting commenting on Comcast issues
regarding rates, negotiations and potential upgrades. Motion by C. Rourke, seconded by C.
Milinazzo “To accept the report as a report of progress”. So Voted.

approve overhang sign located at 143 Merrimack Street (Bon Marche
Building).

In City Council, Motion by C. Kennedy, seconded by C. Martin “To refer the petition to the Law
Department to draft the proper vote”. So Voted. Mr. Saba addressed the Council regarding the
opening of his restaurant in Lowell.
CITY COUNCIL - MOTIONS

6.1. 2015 / 23 - C. Samaras/C. Milinazzo - Req. City Mgr. inquire as to whether LTC can
broadcast Lowell Historic Board meetings.
In City Council, No second needed. Read and referred to the City Manager. So Voted.
Richard Lockhart (Historic Board) addressed the Council regarding televised meetings.
Vice Chair Leahy noted upcoming rally in support of the Lowell Police Department and thanked
Lila Lorrey as Acting City Manager.
