1. - MAYOR'S BUSINESS
1.1. 2015 / 254 - 1. Citation - Aaron Fox (Wastewater) recognizing idea regarding stop log
wall and portable dam in Lowell's Flood Protection Plan.
2. Citation - To Tolayuth Ok and Sereysophana Yauk recognizing owners of
new business, The Lowell Flower Shop.
3. Citation - To Richman Yauk and Sokhamaty Sin recognizing owners of
new business, Lowell Travel and Tour.
Roll Call showed 7 present, 2 absent (C. Martin, C. Mercier).
Mayor Elliott Presiding.
M. Elliott presented citation to Mr. Fox recognizing his work at wastewater department
regarding building dams. M. Elliott presented citation to Tolayuth Ok and Sereysophana Yauk
owners of the Lowell Flower House recognizing it as a new business. M. Elliott presented
citation to Richman Yauk and Sokhamaty Sin owners of Lowell Travel and Tour recognizing it as
a new business.
Motion to Suspend Rules to allow Mr. Croteau of UTEC to address the Council by C. Samaras,
seconded by C. Rourke. So voted. Mr. Croteau commented on the successful year at UTEC
regarding education and employment and also noted the strong partnerships they have
maintained.

Signage Improvements

by C. Rourke. So voted. C. Belanger requested information on the vote. Craig Thomas (DPD)
commented on the grant noting it was available because of the presence of a national park in
the City. C. Leahy commented on the visibility of some street signs in downtown.

In City Council, C. Samaras presented the report noting the purpose of the meeting and
outlining attendance commenting on UTEC programs, their partnerships with LPD and their
outcomes for 2014. Motion to accept the report as a report of progress by C. Rourke, seconded
by C. Milinazzo. So voted.
C. Milinazzo noted the Transportation SC scheduled for May 19th regarding LRTA.

8.2. 2015 / 248 - National Grid – Request installation of 2 poles, 1 transformer and overhead
conductor at 94 Canada Street.

8.3. 2015 / 249 - National Grid - Req. installation of forty feet +/- of PVC conduit from

CITY COUNCIL - MOTIONS
9. - CITY COUNCIL - MOTIONS
9.1. 2015 / 247 - C. Mercier - Req. City Mgr. have Traffic Engineer check intersections in
downtown where traffic takes a right or left while pedestrians have the
walk signal (i.e. Merrimack, Central, East Merrimack at Bridge Street etc.)
and install proper signage.
In Council, seconded by C. Rourke, read and referred to City Manager. So voted. Manager
Murphy noted the matter is currently being reviewed.
9.2. 2015 / 250 - C. Leahy - Req. City Mgr. have proper department work with Town of
Tewksbury to repave area in and around 400 Clark Road.
In Council, seconded by C. Kennedy, read and referred to City Manager. So voted. C. Leahy
noted the work has already begun.
9.3. 2015 / 253 - C. Belanger - Req. City Mgr. update Council on joint marketing campaign
between City of Lowell, UMass-Lowell and The Lowell Plan.
In Council, seconded by C. Samaras, read and referred to City Manager. So voted. C. Belanger
commented on the progress and the need to keeping moving forward. Manager Murphy noted
the arrangements agreed to thus far.
