Geary City Clerk Regular Meeting Minutes Date: Oct 13, 2015 Time: 6:30 PM Location: City Council Chamber 375 Merrimack Street, 2nd Floor, Lowell, MA CITY CLERK 1. - CITY CLERK 1.1. 2015 / 607 - Minutes of City Council Meeting October 6th; Transportation SC October 6th, for acceptance. Roll Call showed 9 present. Mayor Elliott presiding. In City Council, minutes read, Motion “To accept and place on file” by C. Belanger, seconded by C. Kennedy. So voted. COMMUNICATIONS FROM THE CITY MANAGER 2. - COMMUNICATIONS FROM THE CITY MANAGER 2.1. 2015 / 613 - Motion Responses (A) Motion Response - Western Ave Pedestrian Crossing (B) Motion Response - Middlesex Village Dedication (C) Motion Response- Land Swap LRTA (D) Motion Response- Relocate the Dog Park Informational (E) Informational- Quarterly Report Drug Overdoses In Council, Motion “To accept and place on file” by C. Mercier, seconded by C. Milinazzo. So voted. C. Samaras commented on Motion Response A regarding Western Avenue Pedestrian Crossing noting the costs of building bridge and further commented on the need to keep open and not City of Lowell • 375 Merrimack Street • Lowell, MA 01852 • www.lowellma.gov (Page 2 of 6) fence off the property. C. Kennedy noted the list of priority projects by the City and he requested that Manager send that to the body. Manager Murphy noted he would prepare list and how it fits into the Capital Budget. C. Mercier commented on Motion Response B regarding Middlesex Village dedication noting the need to preserve history and the upcoming dedication and in addition commented on the need to preserve the Hadley House. C. Belanger commented on Motion Response C regarding LRTA land swap noting favorable result after long negotiations. Manager Murphy outlined the proposed parking. C. Samaras commented on the strides needed to be taken to meet deadlines. C. Mercier commented on Motion Response D regarding dog park and noted the need for future use by the City for the existing park and that a replacement should be identified. Regarding Informational response E Motion by C. Belanger, seconded by C. Mercier to take Item 5.1 out of order and discuss it under this item. So voted. 2.2. 2015 / 611 - Communication - City Mgr. request Out of State Travel (2) LPD; (1) Library. In Council, read and adopted. C. Leahy commented on the need for some repair in the Library. So voted. C. Kennedy questioned how the base rent was established. Patty Lucken (DPD) outlined the procedure. C. Belanger commented on use of the tower. M. Elliott noted that the tower is only used for a radio signal. Manager Murphy noted that the City can leave the agreement at any time. In City Council, C. Belanger presented the report noting the purpose of the meeting and outlining attendance commenting on overdoses in the City of Lowell and review of Trinity Ambulance statistical reports as well as City outreach programs. M. Elliott commented on the lack of resources. Motion by C. Leahy, seconded by C. Martin to accept the report as a report of progress. So voted. C. Milinazzo noted that the Transportation SC will be meeting on October 27, 2105 to discuss the Andover Street pedestrian crosswalk. PETITIONS 6. - PETITIONS 6.1. 2015 / 610 - Claim - (1) property. In Council, read and Motion to refer to Law Department for report and recommendation by C. Samaras, seconded by C. Kennedy. So voted. City of Lowell • 375 Merrimack Street • Lowell, MA 01852 • www.lowellma.gov (Page 6 of 6) CITY COUNCIL - MOTIONS 7. - CITY COUNCIL - MOTIONS 7.1. 2015 / 612 - C. Samaras - Req. City Mgr. have DPD work with residents and business owners in City neighborhood commercial corridors to identify opportunities for improvements (including street scape enhancement, pedestrian access, and building facades) and that a plan to make such improvements is put in place. Council, seconded by C. Rourke, read and referred to City Manager. So voted. C. Samaras noted the need to look at these areas and use same procedures used in other areas in order to get full potential out of the corridors. Motion to suspend rules to discuss Auditor selection by C. Mercier, seconded by C. Milinazzo. So voted. Motion by C. Mercier, seconded by C. Rourke to limit to three choices the top three of which will be interviewed and said submission to the City Clerk by Friday the 16th of October, 2015. So voted.
