Roll Call showed 9 present. Mayor Kennedy presiding. C. Mercier requested moment of silence in darkened chamber Walter F. “Wally” Bayliss, Jr. In City Council, minutes read, Motion “To accept and place on file” by C. Samaras, seconded by C. Rourke. So voted. UTILITY PUBLIC HEARINGS 2. - UTILITY PUBLIC HEARINGS 2.1. 2016 / 679 - National Grid - Request permission to install (1) SO Pole on east side of intersection of Lawrence and Andrews Streets near 706 Lawrence St. In City Council, Given 2nd Reading and adopted. Public hearing held. Speaking in favor was representative of National Grid and Lisa Demeo (City Engineer). Motion to refer to Wire Inspector for report and recommendation by C. Mercier, seconded by C. Samaras. So voted. C. Mercier questioned the petition for Livingston Ave. Manager Murphy noted it was still being reviewed by administration. Milinazzo, seconded by C. Leary. So voted. C. Samaras commented on Motion Response A regarding Mammoth Road crossing recognizing the thoroughness of the report. C. Elliott commented on Motion Response B regarding rooming house inspections noting the need to stay vigilant with the inspections. Manager Murphy commented on Informational Response C regarding letter from National Parks noting the added use of security cameras in the area. C. Mercier noted the use of cameras is effective and leads to arrest and prosecution of crimes. Manager Murphy commented on Informational Response D regarding fee schedule requesting to refer matter to Finance SC. C. Mercier commented on fee to maintain foreclosed homes. C. Rourke commented on increase fines for dumping and making them criminal violations. Motion by C. Elliott, seconded by C. Leahy to refer matter to Finance SC. So voted. C. Elliott noted fees correspond with increased costs. Clerk Geary responded to costs inquiry by C. Elliott. C. Leahy requested information regarding costs and revenues for the fees. 3.2. 2016 / 707 - Communication-Appoint Joseph Banh and Christine Khem to Lowell Cultural Council In Council, Motion “To accept and place on file” by C. Elliott, seconded by C. Leary. So voted. Mr. Banh and Ms. Khem were present and addressed the Council. C. Rourke noted it was a good plan to rehab the property. C. Samaras questioned time frame for completion of project. Manager Murphy noted it would commence and end in the spring and Mill City Grows will put in community garden. C. Belanger noted Eagle Park was in need of this rehabilitation. C. Elliott noted it was a long process and glad it is being completed along with developing community gardens. C. Leahy noted the neighborhood group was pleased with progress. Rourke, seconded by C. Leary. So voted. REPORTS (SUB / COMMITTEE, IF ANY) 6. - REPORTS (SUB / COMMITTEE, IF ANY) 6.1. 2016 / 699 - Zoning SC November 8, 2016. In City Council, C. Milinazzo reported on the Zoning SC meeting noting the attendance and the discussion regarding proposed zoning changes as developed by Inspectional Services including regulations pertaining to accessory dwelling unit and adult day-care facility. C. Milinazzo noted that there will be additional meetings to finalize changes. Motion to accept the report as report of progress by C. Milinazzo, seconded by C. Rourke. So voted. PETITIONS 7. - PETITIONS 7.1. 2016 / 700 - Claim - (1) property. In Council, read and Motion to refer to Law Department for report and recommendation by C. Rourke, seconded by C. Milinazzo. So voted. 7.2. 2016 / 701 - Misc. - Weisang Shan for Majid Khalaf request installation of (1) handicap parking sign at 34 Hampshire Street. In Council, read and Motion to refer, as amended, to Traffic Engineer for report and recommendation by C. Mercier, seconded by C. Milinazzo. So voted. C. Mercier requested location be given a 60 day trial and was adopted with no objection. 7.3. 2016 / 702 - National Grid/Verizon NE - Req. permission to relocate pole 4 at 35 Carter Street. In Council, Given 1st Reading, Motion to refer to Public Hearing on November 22, 2016 at 7 PM by C. Leary, seconded by C. Leahy. So voted. 7.4. 2016 / 703 - National Grid/Verizon NE - Req. permission to relocate pole 23 at corner of Westford and School Streets. In Council, Given 1st Reading, Motion to refer to Public Hearing on November 22, 2016 at 7 PM by C. Leahy, seconded by C. Leary. So voted. C. Leahy commented that the utility companies are leaving wires hanging of poles and that needs to be addressed. CITY COUNCIL - MOTIONS 8. - CITY COUNCIL - MOTIONS 8.1. 2016 / 705 - C. Elliott - Req. Veterans Commission identify and recommend appropriate way to honor Walter Bayliss. In Council, seconded by C. Leary, read and referred to Veterans Commission. So voted. C. Elliott commented regarding Mr. Bayliss and noted his many works in the community. ANNOUNCEMENTS 9. - ANNOUNCEMENTS In City Council, C. Mercier recognized efforts of Election Office and Commission regarding past election. C. Mercier noted upcoming veteran events to celebrate the holiday. C. Milinazzo noted annual Veteran breakfast.
