Geary City Clerk Regular Meeting Minutes Date: November 7, 2017 Time: 6:30 PM Location: City Council Chamber, 375 Merrimack Street, 2nd Floor, Lowell, MA 1. ROLL CALL Roll Call showed 9 present. M. Kennedy presiding. C. Mercier requested moment of silence in darkened Chamber for David Fenton (City Solicitor) and twenty six victims of the Texas Church Shooting. C. Leahy requested moment of silence in darkened chamber for Marlene Johnson and Thomas Quirk. 2. CITY CLERK 2.1. Minutes of Economic Development SC October 24th; City Council Meeting October 24th, for acceptance. In City Council, read, Motion “To accept and place on file” by C. Samaras, seconded by C. Milinazzo. So voted. 3. COMMUNICATIONS FROM CITY MANAGER 3.1. Motion Responses. In City Council, Motion “to table Items A to J as unfinished business for next week meeting” by C. Milinazzo, seconded by C. Mercier. So voted. Communication-Appoint Caitlin E. Nover to Conservation Commission. In City Council, read, Motion “To accept and place on file” by C. Mercier, seconded by C. Leary. So voted. Ms. Nover was present and thanked Council. 3.3. Communication-Reappoint Michael Keiley-Animal Advisory Committee. In City Council, read, Motion to adopt by C. Milinazzo, seconded by C. Rourke. Adopted per Roll Call vote 9 yeas. So voted. C. Elliott questioned status of the committee and present members. Manager Murphy noted the resurrection to the committee. C. Belanger noted Humane Society appointments. 3.4. Communication - City Manager request Out of State Travel (2) LPD, (1) Library. In City Council, read, Motion to adopt by C. Rourke, seconded by C. Samaras. Adopted per Roll Call vote 9 yeas. So voted. 4. VOTES FROM THE CITY MANAGER 4.1. Vote-Approving the exemption of Maureen McCabe from the provisions of MGL c.268A, s.20. In City Council, Read twice, full reading waived with no objections, Motion to adopt by C. Elliott, seconded by C. Rourke. Adopted per Roll Call vote 9 yeas. So voted. 4.2. Vote-Auth. Mgr. to Accept Gift of four works of art from recently closed American Textile History Museum for use by the Pollard Memorial Library. In City Council, Read twice, full reading waived with no objections, Motion to adopt by C. Leary, seconded by C. Rourke. Adopted per Roll Call vote 9 yeas. So voted. 4.3. Vote-Authorize City Manager Execute License Agreement with 495 Chrysler Jeep Dodge Inc. In City Council, Read twice, full reading waived with no objections, Motion to adopt by C. ORDERS FROM THE CITY MANAGER 5.1. Order-60 days (various). In City Council, Read twice, full reading waived with no objections, Motion to adopt by C. Rourke, seconded by C. Samaras. Adopted per Roll Call vote 9 yeas. So voted. 6. REPORTS (SUB/COMMITTEE, IF ANY) 6.1. Wire Insp. - Axis Engineering Group - Request installation of underground communication conduit at 40 Andrews Street. In City Council, read, Motion “To accept and adopt accompanying order” by C. Milinazzo, seconded by C. Rourke. So voted. 7. PETITIONS 7.1. Claim - (1) property. In Council, Motion to refer to Law Department for report and recommendation by C. Rourke, seconded by C. Mercier. So voted. 7.2. ExteNet Systems, Inc. - Request installation of telecommunication wires and appurtenances on pole located at Bridge and French Streets. In City Council, Given 1st Reading, Motion to refer to Public Hearing on November 21, 2017 at 7 PM by C. Rourke, seconded by C. Samaras. So voted. 8. CITY COUNCIL - MOTIONS 8.1. C. Milinazzo - Req. City Mgr. provide/ensure the necessary support services to all First Responders including Police, Fire and EMT personnel that were part of the tragic event involving the pit bulls on Clare Street. In City Council, second by C. Rourke, referred to City Manager. So voted. C. Milinazzo noted the services available and the horrific scene that was present. C. Mercier noted various programs offered to first responders. Manager Murphy noted effort to assist individuals. C. Elliott noted school assistance with members of the family. City Mgr. have Parking Department work with appropriate subcommittee regarding residential parking sticker program. In City Council, second by C. Leary, referred to City Manager. So voted. C. Leahy noted interest of the back central neighborhood and that a discussion should start at subcommittee level. 8.3. C. Leary - Req. City Mgr. report on status of low-riding cars in the City; report to include actual Massachusetts statute regarding low-riding cars and the enforcement required. In City Council, second by C. Leahy, referred to City Manager. So voted. C. Leary noted concern in the back central neighborhood. 9. ANNOUNCEMENTS In City Council, C. Mercier requested suspension of rules to discuss energy supplier in the City. No objections. C. Mercier commented on recent letter to citizens and her concern. Manager Murphy noted no changes in program and that his office will be educating the public of change of vendor. C. Samaras noted the need to include all neighborhood groups. C. Rourke recognized the efforts of City departments in the success of the Lowell Junior Football League at South Common. C. Belanger noted improvements in South Common as well as increased use. 10. ADJOURNMENT In City Council, Motion to Adjourn by C. Rourke, seconded by C. Samaras. So voted.
