* Vice Chairman's Oath of Office.
* Benediction.
Roll call showed 9 present.
City Clerk Michael Q. Geary, Chair.
Council-Elect entered Council Chamber lead by Assistant City Clerk, Angela Gitschier. City Clerk
Geary welcomed those attending the event, including newly elected members, Karen Cirillo,
Dave Conway and Vesna Nuon, to the Council.
Reverend Deacon Stephen Papik of the Immaculate Conception Church delivered the
Invocation.
Lowell High School and Lowell Police Department Color Guard presented the colors and the
Lowell High School Chorus sang the National Anthem.
The Roll was called. Nine present.

Official Notice of Election from Election Commissioners depicting the results of the November
7, 2017 election was read by the Chair. Motion by C. Milinazzo, seconded by C. Nuon “to
accept the communication and place it on file.” So voted.
Each Councilor was before their desk and was administered the oath of office by Judge Stacey
Fortes (1st Justice, Lowell District Court).
Motion to proceed to elect a Mayor by C. Elliott, seconded by C. Mercier. So voted.
On the first ballot the Council designated Councilor William Bill Samaras as the Mayor of the
City of Lowell by receiving 5 votes (C. Cirillo; C. Kennedy; C. Milinazzo; C. Nuon; C. Samaras).
The remaining members of the body cast remaining 4 votes for C. Leahy (C. Conway; C. Elliott;
C. Leahy; C. Mercier). The Chair declared William Samaras as Mayor, who was then escorted to
the Rostrum by his wife, Joyce Samaras. Judge Fortes administered the oath of office.
Mayor Samaras chaired the remainder of the meeting.
Mayor Samaras addressed the Chamber thanking his colleagues, family and friends for the
opportunity as well as outlining a platform to work as an effective team for the City. Mayor
commented on Lowell High School Project; work of subcommittees; position of Mayor;
recognized former Mayors and various partners with the City.
Motion to proceed to elect a Vice Chair by C. Conway, seconded by C. Cirillo. So voted.
On the first ballot the Council designated Councilor Vesna Nuon as the Vice Chair of the City of
Lowell Council by receiving 7 votes (C. Cirillo; C. Conway; C. Elliott; C. Kennedy; C. Milinazzo; C.
Nuon; M. Samaras). The Mayor declared C. Nuon as Vice Chair, who was then escorted to the
Rostrum by his children Nathan and Nadia. The remaining members of the body cast remaining
2 votes for C. Mercier (C. Leahy; C. Mercier). Judge Fortes administered the oath of office.
Motion to adopt present rules of the City Council for 2018-2019 by C. Milinazzo, seconded by C.
Elliott. So voted.
Reverend Deacon Stephen Papik delivered the Benediction.

Motion to Adjourn by C. Kennedy, seconded by C. Milinazzo. So voted.
