Special Meeting Minutes
SPECIAL MEETING (RULE 6 LOWELL CITY COUNCIL RULES)
Date: March 27, 2018
Time: 5:00 PM
Location: City Council Chamber, 375 Merrimack Street, 2nd Floor, Lowell, MA
1. ROLL CALL
Roll Call showed 9 present.
M. Samaras presiding.
2. MAYOR'S BUSINESS
2.1. Special Meeting per Rule 6 of City Council Rules purpose of which is to meet
as the Committee of the Whole in order to conduct interviews with the three
finalists for the position of City Manager of Lowell; the first beginning at 5:00 PM
consecutively followed by remaining two finalists.
Mayor Samaras opened meeting and read posted notice.
M. Samaras had full body introduce self to first interviewee (Dr. Linda Millsap) reviewing
the parameters and the approach of the interviews. Dr. Linda Millsap was interviewed
via Skype.
Opening Statement – Dr. Linda Millsap.
Outlined her public service and her desire for the job. She provided information
regarding her education and work experience.
Each Councilor questioned Dr. Millsap, starting with C. Cirillo.
Closing Statement – Dr. Linda Millsap.
Thanked everyone for the opportunity to talk with all of you. Interview ended at 5:50 PM.
M. Samaras had full body introduce self to second interviewee (Mr. James White)
reviewing the parameters and the approach of the interviews.
Opening Statement was waived by Mr. White.

Each Councilor questioned Mr. White, starting with C. Mercier.
Mr. White provided closing remarks and interviewed ended at 6:35 PM.
M. Samaras introduced third interviewee (Sen. Eileen Donoghue) reviewing the
parameters and the approach of the interviews.
Sen. Donoghue provided opening remarks outlining her reason for seeking the position
as well as her past work accomplishments.
Each Councilor questioned Sen. Donoghue, staring with M. Samaras.
Sen. Donoghue provided closing remarks indicating her commitment to the position and
her ability to perform well. The interview concluded at 7:11 PM.
3. ADJOURNMENT
In City Council, Motion to Adjourn by C. Elliott, seconded by C. Mercier. So voted.
Meeting adjourned at 7:11 PM.
