SPECIAL MEETING (MANAGER/CLERK)
1. ROLL CALL
Roll Call showed 8 present, 1 absent (C. Nuon).
M. Samaras presiding.
2. VOTES FROM THE CITY MANAGER
2.1. VOTE - Evaluating the City Clerk and adjusting his movement on the Salary
Tier to DH1, Step 2; and evaluating the City Manager and adjusting her salary
commensurate with comparable positions.
Vote Adjust salary of City Clerk
In City Council, Read twice, full reading waived with no objections. Motion to adopt by
C. Kennedy seconded by C. Cirillo. Adopted per Roll Call vote 8 yeas, 1 absent (C.
Nuon). So voted. C. Elliott noted the work by the Clerk was excellent. C. Mercier
noted that the increase was appropriate. C. Kennedy noted all his evaluations of the
Clerk have been good. C. Cirillo noted the Clerk was very helpful to her in her first term.
C. Conway note Clerk was always available. M. Samaras noted Clerk was helpful in
fulfilling duties as the Mayor.
Vote -Evaluate and authorize adjusting salary of City Manager
In City Council, Read twice, full reading waived with no objections. Motion by C.
Milinazzo, seconded by C. Cirillo to adjust City Manager salary to $225,000.00.
Adopted per Roll Call vote 5 yeas, 3 nays (C. Elliott, C. Leahy, C. Mercier), 1 absent (C.
Nuon). So voted. Motion by C. Leahy, seconded by C. Conway to enter into Executive
Session for contract salary negotiation. Adopted per Roll Call vote 5 yeas, 3 nays (C.
Elliott, C. Mercier, C. Milinazzo), 1 absent (C. Nuon). So voted. Body decided not to
enter the Executive Session after further discussion and information by the City
Solicitor; all matters were discussed in open session. C. Elliott reviewed the Manager in

a positive light noting he could not support increase in that amount and noted the
process regarding reviewing this position should be adjusted. C. Cirillo noted Manager
and her staff were most helpful during her term. C. Mercier noted tremendous work of
the Manager and could not support the amount of the increase and further indicated that
comparisons to other communities in not warranted. C. Milinazzo noted he was
supportive of increase based on performance, education, comparisons and the fact that
could be longevity to the office. C. Conway supported increase and noted that Manager
communicates with the Council effectively. C. Kennedy noted comparisons and the
support for the increase and further indicated that her salary should be in line with that
of the Superintendent of Schools. C. Leahy provided positive review of the Manager.
M. Samaras noted that Manager provides positive environment and good
communication with body and supported increase. C. Kennedy noted that vote should
be taken and then you could enter into Executive Session if necessary.
3. ADJOURNMENT
In City Council, Motion to Adjourn C. Mercier, seconded by C. Kennedy. So voted.
Meeting adjourned at 6:35 PM.
