Have Proper Department Address The Six (6) Street Light Issues As Presented With This Motion In An Effort To Provide Safety To This Neighborhood And Prevent Incidents Of Vandalism. C. Mercier commented on concerns of residents in this area and submitted a list to the City Manager. In City Council, seconded by C. Leahy, referred to City Manager. So voted. 7.4. C. Nuon/C. Jenness - Req. City Mgr. Create A Task Force To Work With The LPD To Research Possible Tactics To Stop The Gangs Of Motor Scooters, Motor Bikes, And Motorcycles That Are Recklessly Endangering Themselves And Others; Explore Possible Use Of Cameras, Unmarked Cars And Other Techniques. C. Nuon noted that we have to do something for the residents. C. Jenness noted that the police do work with the youths in the city and that this is a small group of people terrorizing the city. C. Explore Petitioning Our State Retirement System To Relocate Our Emergency Dispatchers Into The Traffic And Fire Alarm Group Similar To Other Communities. C. Robinson commented regarding the dispatchers. Motion by C. Robinson, seconded by C. Nuon “To refer to the Personnel Subcommittee”. So voted. 7.7. C. Robinson - Req. City Mgr. Have City Solicitor Provide A Report On Elected Officials Requirements To Accept Employment, As Well As Are There Any “Cooling Off Periods” Required. (Update Of 1/23/24) C. Robinson noted this motion was filed back in January of this year and filing of this motion was not a personal thing. C. Robinson commented that he is just looking for an update regarding his motion. C. Descoteaux commented that he finds the timing of the motion coincidental and also commented on the number of motions filed by C. Robinson and explained he is not trying to discourage his colleague from filing motions of importance. C. Gitschier commented on who can get a ruling from the Ethics Commission. C. Scott commented that the timing of this motion is suspect, and she agrees with C. Descoteaux and said she would be voting no on this item. C. Jenness commented the only opinion that matters is, that of the Ethics Commission and would also be voting no. C. Chau commented that he will also be voting no on the matter. C. Robinson commented he is requesting an update on a motion he filed in January 23, 2024 and noted the clip showed. C. Jenness thanked his colleague for motion and asked that the city reach out to the National Park and have a conversation. C. Yem agreed with C. Jenness regarding reaching out to National Park as more barrels are needed. C. Gitschier questioned number of barrels whether the city has less or more. City Manager Golden noted in some instances they have been increased and we could try that in some of these other areas. C. Robinson - Req. Mayor Create And Ad-Hoc Committee Focused On Working With Our Administration To Review And Assess Best Practice Recommendations From Two Prior Collins Center Studies. C. Robinson noted that there were two reports, one from 2012 and 2018 but only one was attached. C. Gitschier commented that the Collins Report is 6 yrs. old and asked if there was a plan to have another report. Speaker: Helen Littlefield, resident C. Leahy commented on how the road will be paved and direction of runoff. C. Gitschier agreed with C. Leahy and commented on the sewer separation down there. Have The LPD Increase Patrol In The Area Of Favor Street And Appleton Street From 5 AM To 3 PM Each Day. Speaker: Brandon Wright, resident, Marybeth Shanahan, (business owner). In City Council, seconded by C. Jenness, referred to City Manager. So voted. C. Gitschier commented that he is not sure of another City/Town who has tried harder than the City of Lowell to help these people. C. Gitschier noted funding comes from the state and they are the only ones who can help solve this crisis. C. Robinson commented that we have has this conversation multiple times. C. Robinson noted there is a shortage with the mental health issues. C. Robinson noted we have to be cognizant of, we need mental health services, we need more substance abuse treatment facilities and all these places do not have to be in Lowell. C. Mayor also recognized Ms. Baez-Rose and her team for all their work on these grants. Robinson asked not to report as the matter is on going and he is waiting for information. 2) Auditor/Clerk Oversight and Personnel SC May 30, 2024; and In City Council, C. Scott provided the report noting the attendance and discussion regarding appointments of Clerk and Auditor, evaluation tools for performance base metrics, shared goals and a more robust evaluation. C. Scott explained there was a motion made in subcommittee to have the City Manager have CFO and HR Director begin process or hiring a consultant to develop an effective evaluation tool for employees under the direction of the City Council. C. Scott asked to accept the report as a report of progress. So voted. 3) Transportation SC June 25, 2024. In City Council, C. Jenness provided the report noting the attendance and discussion regarding additional funding $4.6 million dollars the LRTA received as part of the state budget. C. Jenness also went over the priorities addressing staffing, increase service evening weekends, fuel cell and propane buses. Accepted as a report of progress. So voted. 12. PETITIONS 12.1. Ms. Desroches, Executive Assistant to the City Manager noted the fireworks would be held at LeLacheur Park this year and there was a press release that went out Friday, doors would open at 6PM, fireworks at 9:02PM, some music, performances, and there is a limit on the amount of people that can attend, UML will put out a press release on obtaining tickets.
