Nuon to refer matter to Public Hearing on June 24, 2025 at 7 PM. So voted. 5. CITY COUNCIL - MOTIONS 5.1. C. Gitschier - Req. City Mgr. provide the City Council with an update on what is being done about the unregistered dirt bikes driving recklessly on the streets and sidewalks throughout the City. In City Council, seconded by C. Nuon, referred to City Manager. So voted. C. Gitschier noted he would wait for the report. C. Nuon noted it was an ongoing problem. 5.2. C. Gitschier - Req. City Mgr. provide the City Council with an update on the creation of a citizen tree committee. In City Council, seconded by C. Jenness, referred to City Manager. So voted. Motion by C. Gitschier, seconded by C. Jenness to suspend rules to allow William Nickels to address the body. So voted. Mr. Nickels noted a committee would provide needed oversight. Manager Golden, Jr. commented on the development of the ordinance and the use of grant money for tree maintenance. C. Gitschier commented on the need to preserve and manage trees, though there may be some hurdles. Motion by C. Jenness, seconded by C. Nuon to take Item #7.5 out of order. City Mgr. have the proper department provide the City Council with the policy for notification of road closures due to road work within the City. In City Council, seconded by C. Robinson, referred to City Manager. So voted. Manager Golden, Jr. noted the efforts and new approaches to notifications. C. Gitschier noted that lack of notice procedures causes traffic chaos on the roads. 5.4. C. Robinson - Req. City Mgr. have the proper department routinely provide construction updates to the public regarding any and all construction projects on Route 110 that impact traffic in Centralville. In City Council, seconded by C. Gitschier, referred to City Manager. So voted. C. Robinson noted the need for information for residents and commuters. 5.5. C. Robinson - Req. City Mgr. convene an in-depth discussion with the Council on pros and cons of acquiring the Superior Courthouse. In City Council, seconded by C. Yem, referred to City Manager. So voted. C. Robinson commented on the state effort to place affordable housing on that site and that it was not suitable for that type of development. C. Robinson noted the challenges with the site but commented that City may have some resources for it. Manager Golden, Jr. noted the District Court agreement moving forward and that the Superior Court site is not suitable for City purposes. C. Belanger noted the agreement for the District Court. Yovani Baez-Rose (DPD) noted the Request for Proposal for the District Court site is almost ready to be published. C. Belanger noted that the Superior Court site is beyond the control of the City. C. Robinson noted he did not want the state to control the site. M. Rourke noted that the District Court would be manageable and that the Superior Court would be a strain on the City. City Mgr. have the proper department correct broken berm at 98 19th Street as well as repair washout with loam and seed. In City Council, seconded by C. Gitschier, referred to City Manager. So voted. C. Robinson noted the damage done by a snowplow and the need to build the berm back up. 5.7. C. Nuon/C. Jenness - Req. City Mgr. provide an updated plan to widen the sidewalk on Pawtucket Boulevard from Hunts Fall Bridge to the Sampas Pavilion. In City Council, no second needed, referred to City Manager. So voted. C. Nuon noted the concerns of the neighbors. C. Jenness noted the bridge is the School Street Bridge not Hunts Fall. 5.8. C. Mercier - Req. City Mgr. have the proper department cut branches resting on power lines in front of 286 Burnham Road or contact proper utility company to do the same. In City Council, seconded by C. Nuon, referred to City Manager. So voted. C. Mercier described the area and the concern. C. Mercier noted the need for the power company to be responsive. 5.9. C. Mercier - Req. Monument Committee meet to consider a plaque in the City Auditor’s Office to commemorate the remarkable career of former auditor James T. Kennedy. In City Council, seconded by C. City Mgr. work with the appropriate department to explore a parking permit or pass program for small businesses in areas with limited parking availability. In City Council, seconded by C. Nuon, referred to City Manager. So voted. Registered speakers, Michael and May Kit (comment – noted difficulty parking for employees in university area), addressed the Council. C. Chau noted the prior motions and the need for city-wide assistance for businesses and employees. C. Scott noted the need to do city-wide. C. Robinson noted the need to work with small businesses and to provide some compromises for employees. C. Nuon noted the need to promote small businesses and have Parking Department work with parties. C. Belanger noted the need to assist the employess. C. Descoteaux requested information on prior motions and apply procedures city-wide. 5.11. C. Belanger - Req. Robinson noted concern with the plan and how it would negatively effect economic development. Manager Golden, Jr. noted the plan would not take away an authority of the Council and not bound by the plan. Ms. Cigliano commented on the effect of adopting the plan. C. Gitschier commented on planning in other communities and if they have adopted housing plans. C. Gitschier noted that the infrastructure in this City could not handle the proposed plan. C. Jenness noted adopting plan is a good development tool and that there is no obligation to follow this plan. C. Nuon noted the many discussions regarding housing and that present crisis nationwide. C. Belanger noted the effort in formulating the plan but the City can not take on the full burden of affordable housing. C. Gitschier noted the need for better solutions and input from neighborhoods. C. Mercier noted the number of projects completed and being done in the City, and the City can not be expected to do all that is asked. C. Yem noted the community-based plan and the need for affordable housing units in the City. C. Descoteaux noted the concerns of neighbors and that you can not move the middle class out of Lowell. C. Chau noted the plan and that it was a good source for funding. Ms. Baez- Rose commented on process for applying for grants. C. Chau noted City is not giving up any control if plan is adopted. M.
