Gitschier, C. Robinson). So voted. Speaking in favor of the ordinance was Matt LeLacheur noting the importance of the position. C. Robinson noted there was overlap with responsibilities and the issue is with management. C. Gitschier noted the coming increase in taxes and that the City needs to be cognizant of that and be prepared to tighten belt. C. Gitschier noted all the duties connected to the position can be performed with own employees. C. Nuon agreed with this investment and that it would not be long term. Manager Golden, Jr. indicated the terms of the position and that training to obtain certifications in vital. C. Belanger noted the need to protect the money invested in the parks and that it would cover more than just ball fields. C. Chau noted the investment would produce long term benefits. C. Geary City Clerk Angela M. Gitschier Assistant City Clerk questioned the control of the Council over the position. City Solicitor Williams responded Manager would control position per statute. C. Descoteaux noted it was not a full-time position that there would be no benefits attached to it. Conor Baldwin (CFO) noted the process of providing benefits to employees. C. Gitschier noted that much money went to salaries in the Parks Department not as much to infrastructure. 5. UTILITY PUBLIC HEARING 5.1. National Grid - Request installation of (1) JO pole at Grove and Manahan Streets. In City Council, Given 2nd Reading, Hearing held. Motion to refer to Wire Inspector for report and recommendation by C. Robinson, seconded by C. Nuon. So voted. 5.2. City Mgr. explore and present recommendations for parking relief strategies to support business owners and their employees in the Acre neighborhood. In City Council, seconded by C. Mercier, referred to City Manager. So voted. Registered speaker, Lysa Badbo (comment – need to improve parking for businesses and employees in the area and provided testimonials from owners as well), address the body. Manager Golden, Jr. noted they were drafting a very comprehensive ordinance for this matter and that it would take time to fully develop it. C. Yem commented on the district and the transition it was experiencing. C. Chau noted the improvements to the neighborhood supported by the City Council. C. Gitschier questioned timeline for the ordinance. 6.2. C. Yem - Req. City Mgr. and the Election Department explore relocating the District 7 polling location from the Lowell Senior Center to the Stoklosa Middle School. In City Council, seconded by C. Jenness, referred to City Manager. So voted. Defeated per Roll Call vote 3 yeas (C. Mercier, C. Scott, C. Yem), 8 nays (C. Belanger, C. Chau, C. Descoteaux, C. Gitschier, C. Jenness, C. Nuon, C. Registered speakers, Victoria Vooys (comment – noted any change should be for improvements and well published), Marissa Dupont (comment- any change will weaken voter turnout), addressed the Council. C. Yem favored Senior Center but noted it could be a disruption to the organization and noted that motion would not apply to this coming election. C. Scott noted any changes should be done together. C. Nuon commented on the site being used for a long time and there is good access. William Rosenberry (Dir. of Elections) commented on sites and concerns voiced to him. C. Robinson offered motion to refer to subcommittee that was not seconded. C. Jenness noted that vote would not be for this election. 6.3. C. Yem - Req. City Mgr. work with the appropriate department to evaluate and implement traffic calming measures at the intersection of Aiken and Merrimack Streets to address the ongoing safety concerns and frequent accidents that have resulted in damage to personal properties and buildings. City Mgr. provide the City Council with an update on the trees removed from the conservation land on Townsend Avenue. In City Council, seconded by C. Jenness, referred to City Manager. So voted. C. City Mgr. work with the proper departments to craft a stormwater ordinance related to any project increasing impervious surfaces forcing stormwater into public way. Robinson noted effort of Springfield recently and thought City could collaborate with them. 6.8. C. Robinson / C. Gitschier - Req. City Mgr. have the Lowell Housing Authority (LHA) provide a report on what preventative measures have been implemented at 227 Gorham Street in regards to vagrancy and drug use situation in common areas; as well as any inspection reports the Department of Developmental Services (DDS) have performed at this location over the past year. In City Council, no second needed, referred to City Manager. So voted. Motion by C. Robinson, seconded by C. Gitschier to suspend rules to allow David Prestipino to address the Council. So voted. Mr. Prestipino commented on videos he had taken of Bishop Markum Housing and the failure of the Lowell Housing Authority in maintaining the property. C. Robinson noted the videos depict a major concern for residents of the units. Shawn Machado (Asst. City Manager) indicated that the housing authority is bound by same health codes of other properties. C. Gitschier noted the need for better effort on the part of the City and that the housing authority must be more invested and involved. C. Mercier commented on the speaker and indicated the motion she would be filing regarding the situation. C. Jenness commented that the residents must be feel safe. C. Descoteaux questioned how partnership works with the housing authority. Manager Golden, Jr. commented on most recent discussions. C. Chau commented on the efforts of the City and the problems with the location. C. Belanger noted video shed light on the situation and that the City provides many services to the location. 6.9. C. Robinson - Req. City Mgr. work with the Department of Transportation and the proper departments to provide recommendations to ensure safety around the pump house on the VFW Highway in Centralville. City Council adopt a resolution in support of de- escalation of the conflict with Thailand and restoration of peace and security that respects Cambodia’s sovereignty. In City Council, seconded by C. Descoteaux noted the need for a change of use. C. Gitschier noted that neighborhood should be more involved regarding the proposal as it calls for a long-term lease. 6.15. C. Descoteaux - Req. City Mgr. provide an update on the Request for Proposal (RFP) process regarding the Smith Baker Center. In City Council, seconded by C. Gitschier, referred to City Manager. So voted. C. Descoteaux requested information on the status of the process and requested Item #7.2 be discussed as well. No objections. 6.16. C. Mercier - Req. City Mgr. have the proper department address the problems in front of the Holy Trinity Church on Lewis Street; i.e. speeding, sidewalk and 2 damaged rubber handicap non-skid mats. City Mgr. have proper department inspect and secure all street and sidewalk bricks downtown. In City Council, seconded by C. Gitschier, referred to City Manager. So voted. C. City Mgr. have proper department update the City Council on the plan to address the sinkhole and collapsing wall at the confluence of the Pawtucket Canal and the Concord River. Jenness commented on the easy access to the site and that it is deteriorating quickly and it would be costly but the more it deteriorates the more expensive it will become. 6.19. C. Jenness - Req. Jenness noted it was a busy intersection. 6.20. C. Jenness - Req. City Mgr. provide an update on the re-opening of the Riverwalk Extension. In City Council, seconded by C. City Mgr. have the DPD perform outreach to the Andover and High Streets business corridor to offer incentives for façade grants and trash receptacle upgrades. In City Council, seconded by C. Nuon, referred to City Manager. So voted. C. Belanger noted the need for an upgrade in the area. C. Jenness noted the need to street sweep the area. 6.22. C. Belanger - Req. City Mgr. work with proper department for the installation of concrete sidewalks as opposed to asphalt for purposes of lower maintenance costs and heat island reduction. City Mgr. along with City Council craft a joint letter to FEMA detailing all the improvements made in regard to flood prevention. In City Council, seconded by C. Robinson, referred to City Manager. So voted. M. Rourke noted the need to provide information to the public to assist with requests of the government and the banks. C. Gitschier noted the need to help the residents. C. Robinson noted flood maps seem to be inconsistent. 6.28. M. Rourke - Req. City Mgr. reach out to our federal delegation to see what appeal options are available for residents who have recently been placed in the flood plain. In City Council, seconded by C. Informational Reports Informational Report - Commercial Vacancy Ordinance – Yovani Baez- Rose (DPD) noted the many departments working on the matter to develop list for outreach purposes. C. Jenness noted the need to communicate with property owners. C. Scott noted the success in other communities. C. Robinson noted list could be expanded through use of data. Informational Report - Frontrunner City – Ms. Baez-Rose commented on upcoming trip regarding the program and that further updates will be provided as the outreach goes global. Informational Report - Smith Baker – Ms. Baez-Rose commented on the RFP process and noted a wrap-up date of about 90 days. 7.3. Communication - Planning Board recommendation regarding rezoning of parcel located on 1190 Pawtucket Boulevard. In City Council, Motion “To accept and place on file” by C. Mercier, seconded by C.
