City Mgr. create a program to assist any disable person who may face a violation i.e; to trim hedges on corner of their property for safety concerns with traffic. In City Council, seconded by C. Nuon, referred to City Manager. So voted. C. Mercier noted that sometimes issue arise that need special attention. 4.2. C. Mercier/C. Descoteaux - Req. City Council support and ordinance that prohibits needle exchange programs within 1000 feet of a school and 1100 feet within a city park, In City Council, seconded by C. Gitschier, referred to City Manager. So voted. C. Mercier requested that Item #4.10 be taken with this item. No objections. C. Mercier noted that this program should not be close to a park or a school. C. Mercier noted there is no problem with the program just in the area that it may be nearby. 4.3. C. Scott/C. Mercier/C. Yem - Req. City Mgr. explore the feasibility of expanding the Senior Center into all or part of the vacant Walgreens space and report costs and potential funding sources. Registered speakers Maxine Farkas (commented – noted the need for space) and Paul Gaudet (commented – need space to improve site and enhance services), addressed the Council. C. Mercier outlined the needs and the benefits noting that the membership is rising which indicated the need for larger space. C. Scott noted the use in the center and the need for expansion. C. Gitschier noted the current issues with existing lease commenting payments on the site which the City should own. C. Chau noted that the building was crowded. C. Nuon noted the increase in use of the building and that all funding sources should be explored to expand site. C. Jenness noted the clear need for expansion, but current lease issues should be addressed. C. Robinson indicated the need to find path forward to expand. Motion by C. Mercier, seconded by C. Gitschier to take Item #4.11 out of order. So voted. 4.4. C. Scott - Req. City Mgr. have the proper department explore eliminating the minimum water usage billing charge beginning FY26 to promote conservation and shift burden to higher users. In City Council, seconded by C. Jenness, referred to City Manager. So voted. C. Scott noted the need for fairness in the billing for those who use less water. 4.5. C. Scott - Req. City Mgr. have the proper department meet with the Back Central neighbors regarding parking issues; including a sticker program and possible municipal sticker lots at parks. In City Council, seconded by C. Mercier, referred to City Manager. So voted. C. Scott noted the constant issue in the Back Central Neighborhood that is not going away. 4.6. C. Jenness - Req. City Mgr. create a Lower Locks Working Group involving all organizations with an interest in the Lower Locks area to begin working together for upgrades, beautification and future planning. City Mgr. have the proper department provide the City Council with an update and timeline on the bridge repairs funded by the RAISE Award in FY23. In City Council, seconded by C. Chau, referred to City Manager. So voted. C. Jenness requested update and to move forward with bridge repairs. 4.8. C. Jenness - Req. City Council vote to declare September 15-19, 2025 as “Annual Voter Registration Week” in Lowell to recognize the contributions of local partners in their efforts to register new voters and promote civic engagement among Lowell’s residents. In City Council, seconded by C. Nuon, referred to City Manager. So voted. C. Jenness noted resolution was done in the past and purpose was to increase the number of registered voters in the City. 4.9. C. Jenness - Req. City Mgr. bring updated noise ordinance with increased penalties for repeat corporate offenders to the Council for consideration. In City Council, seconded by C. Gitschier, referred to City Manager. So voted. C. Jenness noted the complaints regarding trash removal in the morning as well as other companies not following regulations. 4.10. C. Gitschier - Req. City Mgr. have the Law Department draw up an ordinance prohibiting the distribution of needles within 1,000 feet of a school. In City Council, seconded by C. Mercier, referred to City Manager. Jenness questioned measurements used for area and noted that there were way too many needles improperly discarded. C. Jenness noted that there should be an exchange program done properly and in the proper location. Lisa Golden (HHS) commented on the programs in the City and the rules and regulations that must be followed. C. Robinson noted the program should be to exchange and not to distribute and that all services should be done inside. C. Nuon noted that only registered agencies should be allowed into the City. C. Scott commented on the state agencies and the process they must follow. M. Rourke noted the increase in the number of needles and the number of agencies in the City. Motion by C. Robinson, seconded by C. Nuon to take Item #4.13 out of order. So voted. 4.11. C. Gitschier - Req. City Mgr. have the proper department provide the City Council with any area that was designated a school zone around the Bailey and Daley Schools; include exact locations of the designations. In City Council, seconded by C. Jenness, referred to City Manager. So voted. Registered speaker Catherine Dillon (commented – on crosswalks within the school zone and provided video and packet to the body) addressed the Council. C. Gitschier noted the need is great due to the number of schools in the area as well as the lack of sidewalks. C. Gitschier emphasized the safety concerns. C. Robinson questioned the procedure regarding recent pilot program. C. Gitschier noted the many neighbors do not want sidewalks as the encroach their property. C. Mercier noted that area should be put on list to move forward. Yovani Baez-Rose commented on the area and the process to install a crosswalk. Shawn Machado (Asst. City Mgr.) commented on taking need for front yards. Ms. Baez-Rose indicated that many residents were not happy with temporary sidewalks. C. Scott noted the safety concerns outweigh other matters and that other mitigation factors should be explored. Belanger - Req. City Mgr. have the Lowell Police Department look into adding walking patrols in the area of Gorham Street, lower Appleton Street and Church Street between 10 PM and 2 AM. In City Council, seconded by C. Jenness, referred to City Manager. So voted. C. Gitschier noted the area is congested at night with people overrunning the area. C. Jenness noted concern with people overrunning the area. 4.13. C. Robinson - Req. City Mgr. have the proper department explore dedicating and renaming the intersection of Middle Street at Palmer Street in honor and after Theodore “Ted” LaVash (The Mayor of Middle Street). In City Council, seconded by C. Jenness, referred to City Manager/Veterans Monument Committee. So voted. Registered speaker, Keith Stevenson (comment – Mr. LaVash contributions), addressed the Council. C. Robinson noted he was a pillar of the community. C. Jenness noted he was the Mayor of Middle Street. C. Mercier commented on process in naming areas throughout the City. M. Rourke indicated that this would go before the Veterans Monument Committee. City Mgr. have the proper department provide a detailed report on ongoing challenges with solid waste collection at any Lowell Public Schools locations and what is path to correction. Robinson commented on the need to control rodent infestation at construction sites. 4.16. C. Robinson - Req. City Mgr. work with the traffic engineer to address pedestrian safety concerns in high volume areas located around schools. In City Council, seconded by C. Scott, referred to City Manager. So voted. C. Robinson noted the need for better signage and increased safety precautions. 4.17. C. Chau - Req. City Mgr. instruct the appropriate department to review and evaluate potential traffic calming measures at the intersection of Winthrop and Puffer Streets. In City Council, seconded by C. Gitschier, referred to City Manager. So voted. C. Chau noted the neighborhood concern for elderly and handicapped. 5. COMMUNICATIONS FROM CITY MANAGER 5.1. Motion Responses. F) Motion Response - Traffic Enforcement – C. Robinson noted the report. C. Mercier commented that new hot top on roads causes and increase in speeding. G) Motion Response - Construction Employment Contract – C. Robinson did not understand why a draft could not be produced when other municipalities have them. Motion by C. Robinson, seconded by C. Gitschier to refer back to Law Department to develop draft ordinance and to refer to appropriate subcommittee. So voted. M. Rourke noted the Attorney General opinion. C. Gitschier questioned that opinion. C. Mercier noted her support of a residency requirement. City Solicitor Corey Williams he could draft ordinances for Council review but questioned if they would pass court review. M. Rourke noted concern of possible litigation. C.
