So voted. 6. CITY COUNCIL – MOTIONS 6.1. C. Gitschier - Req. City Mgr. have the proper department reset and add granite curbing to the corner of Wyman Road and Fairmount Street to redirect the runoff from rainstorms that is eroding the back side of the road. In City Council, seconded by C. Jenness, referred to City Manager. So voted. C. Gitschier noted the area was getting worse has there is too much water that needs a berm. 6.2. C. Gitschier - Req. City Mgr. give the City Council an update on the lights on Westford Street at Steadman Street. In City Council, seconded by C. Jenness, referred to City Manager. So voted. C. City Mgr. provide the City Council with a capital plan for all playground equipment; the current age of all equipment, the expected replacement year and the expected costs. In City Council, seconded by C. Nuon, referred to City Manager. So voted. C. Gitschier noted the need to have a plan to keep equipment in good repair. 6.4. C. Gitschier - Req, City Mgr. update the City Council on the playground at the Bailey School. In City Council, seconded by C. Descoteaux, referred to City Manager. So voted. Registered speaker, Ryan Faria (commented – on the condition of a number of parks and the need for capital planning with the School Administration), addressed the Council. C. Gitschier noted the schools must be engaged. Manager Golden, Jr. indicated the number of meetings with the School Administration. C. Gitschier commented on the use of ARPA money for parks and playgrounds and that further planning must be done with the schools. C. Nuon noted the need to benefit from our relationship with the School Administration. C. Scott noted funding available from the Community Preservation Fund. C. Robinson stated that there must be a running inventory and that the Parks Department should be part of any plan. 6.5. C. Gitschier - Req. City Mgr. provide the City Council with a report of all positions still being funded through the American Rescue Plan Act (ARPA). In City Council, seconded by C. Jenness, referred to City Manager. Mercier requested letter be sent on behalf of these hard workers. 6.7. C. Descoteaux / C. Gitschier - Req. City Mgr. provide an update on the progress of the creation of a Facility Department. In City Council, no second needed, referred to City Manager. So voted. C. Descoteaux noted the need to move forward on this and it has to be developed. C. Robinson noted recent concerns with the high school project. Manager Golden, Jr. noted recent meetings with School Department and that they have rejected the concept by way of vote. 6.8. C. Robinson/C. Gitschier - Req. City Mgr. have the proper department draft an ordinance banning safe injection sites within City limits. In City Council, no second needed, referred to City Manager. Registered speakers, Robert Hunt (commented – noted program does not solve problems); Ryan Oates (commented – need to look at treatment options and public safety); and Sherri Barboza (commented – need for communication and clean streets), addressed the Council. City Council work with the City administration and the proper department to address concerns regarding Route 110 and 1st Street Boulevard area; and request reconsideration of the recent MassDOT reconfiguration. In City Council, seconded by C. Chau, referred to City Manager. So voted. C. Robinson noted that it was not a City project but there remain several complaints from different entities regarding the area. Manager Golden, Jr. indicated the area needs improvement and will continue to work on discussions. 6.10. C. Robinson - Req. City Mgr. have the proper department examine ordinance regarding parking near crosswalks and explore the possibility of adjusting based on density. In City Council, seconded by C. Mercier, referred to City Manager. So voted. C. Robinson commented that state law probably regulates these areas. C. Scott noted the issues with density in the neighborhoods. Elizabeth Oltman (Transportation Engineer) commented on state control and that case by case overview may be needed. 6.11. C. Mercier - Req. City Mgr. have the proper department install (1) “15-Minute” parking sign on Arcand Drive, in front of City Hall, to enable residents to pay municipal bills. In City Council, seconded by C. Belanger, referred to City Manager. So voted. C. Mercier noted that it would be convenient for a space to be added in that area. Manager Golden, Jr. noted that it would make area more welcoming. 6.12. C. Jenness - Req. Jenness noted area needs a lot of attention, especially the trees. 6.13. C. Jenness/C. Scott - Req. City Mgr. have proper department investigate the rodent infestation around the former Superior Court House and report back to the City Council with an action plan to address this as soon as possible. In City Council, no second needed, referred to City Manager. So voted. C, Scott noted the residents’ concerns with the trash and that state should be involved as well. 6.14. C. Jenness / C. Scott - Req. City Mgr. have proper department clean up the trash in the former Superior Court House parking lots and work with DCAMM to figure out a plan to keep them clean moving forward. City Mgr. provide an update on the process for companies removing trees from their properties, including recent removals at the National Grid site on Quebec Street, and clarify whether there are requirements for replacement trees or alternative screening measures to protect abutting neighbors. City Mgr. have the appropriate department explore the installation of permanent solar-powered speed feedback signs in high-traffic areas throughout the City, with a focus on locations identified for frequent speeding or public safety concerns. City Mgr. provide an update for speed hump installation on Douglas Road and Wentworth Avenue. In City Council, seconded by C. Chau, referred to City Manager. So voted. C. Belanger commented on upgrades to Douglas Road and that these bumps were part of that project. 6.19. C. Descoteaux - Req. Nuon noted that the case backlog was cleared up. C. Jenness commented on the effort to reduce backlog. City Solicitor Willliams noted that backlog was completely diminished. C. Gitschier noted that tight oversight will reduce costs as there is some fraud in the system. J) Motion Response - Federal Funding Concerns – C. Nuon commented on the funding and as it diminishes those losses must be mitigated. Gitschier Assistant City Clerk Wambui (comment – support neighborhood to protect area and health); Alex Solange (comment – abutting neighbor concerned with tress dying in the neighborhood); Mikaela Hondros-McCarthy (comment – shocked at the number of gallons and generators); Christine Crutcher (comment – huge amount of diesel fuel brings social costs); Ryan Oates (comment – noted trust issues and effect on the environment); Sherri Barboza (comment – neighborhood complaints must be addressed); and Jake Fortes (comment – transparency is needed and that Markley can never be trusted). Motion by C. Scott, seconded by C. Gitschier to suspend rules to allow Sam Lambert to address the Council. So voted. Sam Lambert (comment – incredible amount of fuel with a negative effect on environment). C. Nuon noted many concerns need to be addressed. C. Jenness noted concerns and identified a memo by Markley outlining the many steps taken to address concerns and should be brought before the subcommittee. C. Jenness noted that there may need to be some restrictions with the amount of fuel. Manager Golden, Jr. indicated that City administration will be present at the meeting. C. Gitschier noted residents are stead fast in opposition and he would not support it. C. Descoteaux requested Ms. Moses report on her meetings with Markley. C. Chau noted subcommittee will help with resolutions. C. Scott stated that she would vote no at a public hearing, but a subcommittee may be helpful. C. Scott noted that there were many issues with the facility. C. Mercier noted issues and stated that City is doing a good job regarding fossil fuels. C. Belanger supported referral to subcommittee and that the administration is heavily involved. 12.3. Misc. - Khan Sann request installation of a handicap parking sign at 475 Westford Street.
