City Mgr. have the Director of Elections provide a report on any irregularities, issue or concerns that arose from the preliminary election and outline what steps are being taken to address them. In City Council, seconded by C. Jenness, referred to City Manager. So voted. C. Nuon requested review of any issues before the general election. Motion by C. Belanger, seconded by C. Chau to take Item #7.4 out of order. So voted. 6.2. C. Nuon - Req. Nuon noted the horrible turnout at primary and that further resources should be used to improve it. C. Jennes noted the need to increase outreach and resources. C. Gitschier suggested looking at efforts of other communities or use of the 311 system. Manager Golden, Jr. noted some possible paths that could be used to increase turnout. C. Scott noted updating technology could assist. 6.3. C. Nuon - Req. City Mgr. place Caleb Street on the paving list. In City Council, seconded by C. Mercier, referred to City Manager. So voted. 6.4. C. Descoteaux - Req. City Mgr. install sidewalks on the odd number side of Campbell Drive from Wedge Street to West Forest Street for the 2026-27 fiscal year budget. In City Council, seconded by C. Gitschier, referred to City Manager. So voted. Registered speaker, Cathie Dillon (comment – prior discussion and support and safety reasons for the sidewalks) and Lisa Golden (comment – need for correct advance notice to prepare financially for changes), addressed the Council. C. Descoteaux commented on the number of meetings with the neighbors and that safety of children is the paramount concern. C. Gitschier noted prior discussions indicated that there would be no property taking as part of the installation. Manager Golden, Jr. outlined possible alternatives. C. Nuon noted the process was frustrating, but it was time to move forward to increase safety for children. 6.5. C. Yem - Req. So voted. 6.7. C. Robinson - Req. City Mgr. have the proper department examine West 6th Street during drop-off hours and make any recommendations to improve traffic flow. City Mgr. invite a representative for Sherriff Koutoujian, LPD, District Court Judges and the District Attorney to have a conversation with the Council centered around challenges with our transient community. In City Council, no second needed, referred to City Manager. So voted. C. Robinson noted that more information could be provided by these groups. C. Gitschier noted may be added resources available. M. Rourke abstained from discussion and vote due to possible conflict. M. Rourke noted the availability of resources at Tewksbury State Hospital that should be explored by the state delegation. C. Jenness noted discussions could take place in subcommittees. C. Scott requested information regarding effect of the closing of some services at Tewksbury State Hospital. 7. A) Motion Response - Appleton and Middlesex Traffic Calming – C. Jenness noted the challenges on Appleton Street due to the many construction projects. B) Motion Response - Boisvert Signage – C. Robinson noted the report of the Transportation Engineer C) Motion Response - Butman Road – C. Belanger commented on the efforts of the Transportation Engineer. D) Motion Response - Delaware Avenue Paving List – M. Rourke noted the approval of the area residents. E) Motion Response - Slow Children Signage – C. Robinson noted the importance of the signage for safety. F) Motion response - Traffic Calming Updates – C. Robinson lauded the report and the efforts of the Transportation Engineer. C. Scott noted many residents happy with the upgrades. G) Motion Response - Letter - Set Aside For Public Higher Ed Fair Share Act – C. Gitschier commented on the letter of support. H) Motion Response - Detailed DPW Breakdown Divisional Responsibilities – C. Robinson noted the breakdown and the usefulness of the document. C. Gitschier commented on the facility division at the high school and the response of the school department. Manager Golden, Jr. noted there were many moving parts regarding discussions with the school department. C. Descoteaux commented on the Conor Baldwin (CFO) discussions with the school department regarding facilities division and updating the Maintenance of Effort Agreement (MOE) with them. I) Motion Response - Update ICC Shelter – C. Nuon noted use was still a shelter. Gitschier commented that the City does not own the site and that there would be partners involved with developing it and requested quarterly reports regarding progress. C. Jenness noted the time frame involved and thought it would be better to get monthly reports. C. Jenness suggested that portions of the site should remain open space. J) Motion Response - Graffiti DT 311 – None. K) Motion Response - Update on Boxing Gym – C. Robinson noted all parties are on the same page regarding benefits to children in the City. Motion by Descoteaux, seconded by C. Scott to allow Ozzo to address the Council. So voted. Ozzo spoke about possible facilities for events. L) Motion Response - UNESCO Learning City Update – None. M) Motion Response - Revisit Maintenance of Agreement – C. Nuon noted discussions with Mr. Baldwin regarding agreement. Mr. Baldwin commented on the meetings and proposals to school department indicating some challenges. C. Nuon requested updates regarding those discussions. C. Gitschier noted the need to gravitate to what works well. Mr. Baldwin indicated he was open to discussions and noted that the current agreement is in line with state rules and regulations regarding schools and that should be clarified. C. Gitschier noted agreement should be reviewed more periodically. C. Robinson noted it is a good time to review MOE and develop joint facility department. C. Jenness noted the need to be transparent and that the agreement should be placed online. M. Rourke noted audit of net school spending regarding the MOE. Mr. Baldwin indicated that there were multiple reviews regarding that. N) Motion Response - School Bus Violation Fines – Motion by C. Robinson, seconded by C. Descoteaux to refer matter to Transportation SC. So voted. C. Robinson commented on the use of cameras on buses to detect violations. Manager Golden, Jr. Noted this was a priority safety concern that needs immediate attention. C. Descoteaux noted the need for the discussion and action. C. Jennes noted the serious concerns and that public awareness campaign should begin. C. City Mgr.) noted additional funding. P) Motion Response - 311 Update – C. Nuon commented on the data available and current backlog. Miran Fernandez (MIS) outlined the data and the process used for public and municipal requestors. Mr. Fernandez commented on backlog and the procedures used to erase them. C. Nuon noted those procedures. C. Jenness noted the data in the system is vital and further noted concern for duplicate requests. Edith Rodriquez (MIS) commented on the duplicate process. C. Jenness made note of the error logs. C. Robinson noted the long time to develop program and that it is moving forward nicely. C. Robinson questioned status of the use of maps on the system. Ms. Rodriquez noted the work with vendor on that application. C. Robinson questioned the close out process on the system. C. Robinson questioned if system could send public notices out to users. C. Mercier noted it was a good breakdown report. C. Gitschier noted use of data is important for municipal purposes. Q) Motion Response - FEMA Flood Plain – M. Rourke requested that information be sent to groups regarding changes in the maps and appeal processes and to provide a City contact for those purposes. M. Rourke noted that the federal delegation was notified and that they await their response. C. Robinson noted new maps have an effect on a lot of neighborhoods in the City. R) Motion Response - Update Noise Ordinance – C. Jenness noted public hearing coming forward which include regulations regarding trash haulers. C. Yem commented on time frames in the ordinance. S) Motion Response - Bourne Street – Registered speaker, Jake Fortes (VIA Zoom) (comment – noted prior discussion and issue with drainage regarding separation of water and sewerage), addressed the Council. Aaron Fox (WasteWater) noted solution may have made matters worse and the City approached Markley for assistance. C. Gitschier Assistant City Clerk search for solutions. City Solicitor Williams commented on private property tie-ins. C. Jenness noted the trust issues with Markley and the neighborhood. Motion by C. Jenness, seconded by C. Scott to have City Manager reach out to Markley to have an initial conversation about the organization entering into a Community Benefits Agreement (CBA) as an initial step of restoring trust with the neighbors. So voted. C. Gitschier questioned City authority regarding tie-ins and legal causes of action. Motion by C. Mercier, seconded by C. Nuon to take Item #11.3 out of order. So voted. 7.2. Informational Reports. Informational Report - Delegation Support Senior Tax Exemption H3102 – Manager Golden, Jr. noted Council support regarding exemption. Informational Report – Frontrunner – Yovani Baez-Rose (DPD) provided a summary of the latest work by the City outlining where they have been and where they are going. C. Jenness requested that project be part of a web portal for all to visit. M. Rourke noted a dashboard was being developed for the project. M. In City Council, C. Gitschier provided a report noting the attendance and the discussion regarding Markley Group’s petition to amend their fuel storage license at the facility for emergency generators on site. C. Gitscher noted subcommittee approved motion to refer to full Council for a referral to the earliest date for a public hearing. Registered speaker, Atty. William Martin representing the petitioner requested a November meeting so that all matters requested to remdiated could be done. C. Robinson did not agree with the later date. Motion by C. Gitschier, seconded by C. Scott to refer petition to a public hearing on October 21, 2025 at 7 PM. Adopted per Roll Call vote 9 yeas (C. Belanger, C. Descoteaux, C. Gitschier, C. Jenness, C.
