ROLL CALL Roll Call Showed 11 present (C. Belanger, C. Chau, C. Descoteaux, C. Gitschier, C. Jenness, C. Mercier, C. Nuon, C. Robinson, M. Rourke, C. Scott, C. Yem). Mayor Rourke presiding. 2. MAYOR'S BUSINESS 2.1. Communication Remote / Zoom Participation. In City Council, Motion “To accept and place on file” by C. Descoteaux, seconded by C. Gitschier. So voted. 3. CITY CLERK 3.1. Minutes of Joint School Facilities SC with Municipal Facilities SC October 28th; City Council Regular Meeting October 28th, for acceptance. In City Council, Motion “To accept and place on file” by C. Jenness, seconded by C. Mercier. So voted. 4. CITY COUNCIL - MOTIONS 4.1. C. Yem - Req. City Mgr. have the appropriate department to place the red and white signs that read “No Parking Here To Corner” on both streets at the intersection of Mount Vernon and Pawtucket Streets. City Mgr. have the Lowell TeleMedia Center (LTC) Board of Directors provide the City Council with a written update on the status of the collective bargaining negotiations with NABET-CWA Local 18, including a timeline toward the first labor agreement, recent board actions and steps taken to ensure continued public access services and staff support. In City Council, seconded by C. Nuon, referred to City Manager. So voted. 5. COMMUNICATIONS FROM CITY MANAGER 5.1. Motion Responses / Informational Report. In City Council, Motion “To accept and place on file” by C. Descoteaux, seconded by C. Yem. So voted. A) Motion Response - Theodore LaVash – C. Robinson commented on notifying the family. C. Jenness noted he reached out to brother and is awaiting response. B) Motion Response - Tree Committee Update – C. Gitschier requested to move item to November 18th meeting. No objections. C) Motion Response - Broker Fees – C. Jenness noted changes in compliance with statute and that ordinance was drafted. 5.2. Informational Report Informational Report - Smoke Testing Program – Manager Golden, Jr. indicated prior information forwarded to the body. 5.3. Communication - Appointment of Hayley Barrett to Hunger Homeless Commission. In City Council, Motion “To accept and place on file” by C. Gitschier, seconded by C. Chau. So voted. VOTES FROM THE CITY MANAGER 6.1. Vote - Auth Mgr Ex. 5 Year Contract for Assessing Professional Services. In City Council, Given 2nd Reading, Motion “To Adopt” by C. Scott, seconded by C. Robinson. Adopted per Roll Call vote 11 yeas (C. Belanger, C. Chau, C. Descoteaux, C. Gitschier, C. Jenness, C. Mercier, C. Nuon, C. Robinson, M. Rourke, C. Scott, C. Yem). So voted. 6.2. Vote - Auth Mgr Ex. Agreement with Solect Energy Development, LLC. In City Council, Given 2nd Reading, Motion “To Adopt” by C. Mercier, seconded by C. Jenness. Adopted per Roll Call vote 11 yeas (C. Belanger, C. Chau, C. Descoteaux, C. Gitschier, C. Jenness, C. Mercier, C. Nuon, C. Robinson, M. Rourke, C. Scott, C. Yem). So voted. 7. ORDINANCES FROM THE CITY MANAGER 7.1. Ordinance - Amend Ch 176 Rental Property. In City Council, Given 1st Reading. Motion to refer to Public Hearing on November 18, 2025 @ 7 PM by C. Jenness, seconded by C. Gitschier. So voted. 8. REPORTS (SUB/COMMITTEE, IF ANY) In City Council, none. 9. PETITIONS 9.1. Claim - (1) Property Damage. In City Council, Motion to refer to Law Department for report and recommendation by C. Manager Golden, Jr. commented on Veterans’ Day events. Yovani Baez-Rose (DPD) noted dedication of the Durkin Park Playground. 11. ADJOURNMENT In City Council, Motion to Adjourn by C.
