Geary City Clerk Regular Meeting Minutes Date: May 23, 2017 Time: 5:30 PM Location: City Council Chamber 375 Merrimack Street, 2nd Floor, Lowell, MA Economic Development SC May 23, 2017. PRESENT: Present on Roll Call were Chairman Samaras and C. Leary, 1 absent (C. Milinazzo). Also present were C. Mercier, Eric Slagle (Insp. Services), C. Leahy and C. Belanger. MEETING CALLED TO ORDER: Chairman Samaras called the meeting to order at 5:30 PM in the Council Chamber and introduced David Daly of Daly Construction. ORDER OF BUSINESS: Mr. Daly commented on project on East Merrimack Street noting the location and prior use of the building. Mr. Daly outlined the uses that were explored for the site and the decision was for a residential and commercial development promoting a lifestyle living concept. Mr. Daly noted building would be state of the art type with many amenities including outdoor features and access to greenways. Mr. Daly noted that working with the administration was productive and lauded the streamlined permit processing system and outlined parking agreement that was entered into with the City. C. Samaras questioned the number of units in the building and noting advantages of having a local developer involved in local projects. Mr. Daly noted three challenges with project: increased parking; traffic flow; and downtown anchor tenant. C. Samaras questioned price range. Mr. Daly noted range of $400,000 to $800,000 and commented on interest currently with units. C. Leary questioned time frame for completion of project. Mr. Daly noted there is still some due diligence on the project. C. Leary questioned what would attract business men into the City. Mr. Daly noted that a review of commercial tax rate may be beneficial. C. Belanger noted the scope of the project and the benefits to Lowell. Mr. Daly expanded on restaurant element of the project. C. Leary recognized importance of finishing bike and walking trail. ADJOURNMENT: Motion by C. Leary, seconded by C. Samaras “To Adjourn”. So voted. Meeting adjourned at 6:22 PM. Michael Q.
