Geary City Clerk Regular Meeting Minutes Date: Sept 12, 2017 Time: 5:30 PM Location: City Council Chamber 375 Merrimack Street, 2nd Floor, Lowell, MA Economic Development SC September 12, 2017. PRESENT: Present on Roll Call were Chairman Samaras, C. Leary and C. Milinazzo. Also present were C. Mercier, Eric Slagle (Insp. Services), Manager Murphy, Kevin Coughlin (DPD), Alison Lamey (DPD), Diane Tradd (DPD), Chris O’Connor (City Solicitor), Michael O’Brien and C. Belanger. MEETING CALLED TO ORDER: Chairman Samaras called the meeting to order and noted those in attendance. ORDER OF BUSINESS: Manager Murphy introduced Mr. O’Brien who made presentation entitled “WinnDevelopment Hamilton Canal Innovation District New Residential Community Development Parcels 8 and 9 City Council Presentations 9/12/17”. Mr. O’Brien provided opening remarks outlining investments in the City. He commented on Master Plan of Lowell and how this project fits into that scheme, in addition, he outlined the parcels noting dimensions and possible contamination. Mr. O’Brien commented on the early design of the project noting it was state of the art and a residential and commercial mix. Mr. O’Brien provided statistical information regarding income parameters for housing and the program they will be using. Mr. O’Brien outlined the proposed purchase and sales agreement indicating the price and other contingencies. Mr. O’Brien noted the economic challenges of these types of projects. Manager Murphy noted that the City will have final determination on the design of the buildings. C. Samaras commented on the residential/commercial mix, income parameters, construction prices and commercial tenants. C. Leary approved the mix use concept and the pursuit of tenants with disposable income. C. Milinazzo commented that Winn would be a good partner in the project and noted the use of housing programs provided by the State. C. Mercier commented that it was proper for Winn to become reengaged with the project and that it was an impressive presentation. C. Mercier commented on parking scheme of the project. Manager Murphy provided information regarding proposed parking. C. Belanger recognized Winn brining momentum back to the project and questioned extent of possible contamination. Mr. O’Brien provided status of the land. C. Belanger offered artistic use of space as a possible tenant. Motion by C. Milinazzo, seconded by C. Leary to forward recommendation of the subcommittee to support vote authorizing City Manager execute purchase and sales agreement with WinnDevelopment. Adopted per Roll Call vote, 3 yeas. So voted.
