Geary City Clerk Finance SC Minutes Date: June 23, 2020 Time: 6:00 PM Location: Zoom/Remote Participation PRESENT: Present on Roll Call were Chairman Elliott and C. Conway, 1 absent (C. Nuon). Also present Conor Baldwin (CFO), Tina Masiello (Auditor), C. Chau, C. Drinkwater, Allison Chambers (Asst. CFO), C. Rourke, Dianne Tradd (DPD) and Manager Donoghue. MEETING CALLED TO ORDER: C. Elliott called the meeting to order. ORDER OF BUSINESS: Manager Donoghue commented on the report regarding possible relocation of LPD to Hurd Street location. Manager Donoghue noted the City personnel had toured the site and outlined the DCAM process as well as a past feasibility study which noted the site was not sufficient to house a police facility but it may have another municipal function. Ms. Tradd commented on the affordability of property for temporary parking in anticipation of future permanent use. C. Elliott commented on possible parking structure. C. Conway noted it was not useful as a police station but it may serve another purpose. C. Elliott noted concern if DCAM could not transfer property. Manager Donoghue noted discussions were done earlier and times have changed so it may be appropriate to open discussions again. C. Rourke commented on the parking situation with new courthouse and that the Hurd Street parking has been blocked to personnel. Ms. Tradd noted she was not aware of the blocking of the Hurd Street lot. C. Drinkwater commented on process for private development. Manager Donoghue noted the DCAM process if building serves no municipal purpose. Ms. Tradd noted that City would control that process if they had possession of the site. Registered speaker, Brian Meade, Jr., addressed the body. C. Elliott questioned zoning district of the site. Ms. Tradd noted it was commercial but housing would be allowed as well. Mr. Baldwin noted the financial projections in terms of revenues and expenses. Motion by C. Elliott, seconded by C. Conway to have City Manager further discussions with DCAM regarding Hurd Street site. So voted.
