Leahy and C. Nuon. Others present were Nicholas Navin (Parking Dir.), Eric Slagle (Insp. Services), Michael Demaras (Neighborhood Services), Manager Murphy and C. Mercier. MEETING CALLED TO ORDER: C. Cirillo called the meeting to order. ORDER OF BUSINESS: C. Cirillo had the following neighborhood representative introduce themselves: Deb Forgione (Pawtucketville); Nancy Judge and Don Denomme (Highlands); Michael Brieta (JAMBRA); John Gear (Belvidere); Stephen Greene (Downtown); and David Koch (Back Central). C. Cirillo introduced discussion of residential parking program. Mr. Navin commented on his department and the operation of the garages. Mr. Navin outlined the residential parking program and the reserved dwelling parking program noting the procedures, success and costs of each program. C. Nuon commented on fees and placards. Mr. Navin commented on the use of the placards. C. Leahy noted concerns in various neighborhoods. Mr. Navin noted programs are successful with limiting vehicles in the neighborhood and commented on rolling out new programs to the citizens. C. Cirillo introduces discussion of rooming houses. Mr. Slagle provided handouts of the Massachusetts law, Lowell ordinance and list of licensed rooming homes in the City. Mr. Slagle noted difficulties in identifying illegal rooming houses and the process they undertake to ensure compliance with rules and regulations. C. Nuon questioned procedure in dealing with illegal facilities. C. Cirillo questioned investigations done and time frame in doing so. Leahy commented on updating ordinance to appease neighborhood frustration. ADOURNMENT: Motion “To Adjourn” by C. Nuon, seconded by C. Leahy. So voted. Meeting adjourned at 6:25 PM. Michael Q.
