Geary City Clerk Neighborhoods SC September 17, 2018 Minutes Date: September 17, 2018 Time: 6:30 PM Location: Dom Polski Club 10 Coburn, Lowell, Ma. PRESENT: Present on Roll Call were C. Cirillo, C. Leahy and C. Nuon. Others present were Superintendent Richardson (LPD); School Committee Member Gerry Nutter; Jim Donilson (DPW); Chief Winward (LFD); Capt. Golner (LPD); M. Samaras; and Christine Clancy (City Engineer). MEETING CALLED TO ORDER: C. Cirillo called the meeting to order outlining the purpose. ORDER OF BUSINESS: C. Nuon noted the importance of discussing safety issues in the community so that City may be aware of any issues. C. Cirillo noted the statistic sheet provided by the police department. Supt. Richardson commented on recent disturbance at Lowell High School and that it would not be tolerated and action has already begun to ensure that. Capt. Golner provided updated statistical crime information noting the many improvements as well as areas that will need attention. Capt. Golner commented on crimes of vandalism, shop lifting and car breaks. Capt. Golner noted that areas around billboards have been cleared. Chief Winward commented on recent gas explosions in the Merrimack Valley and that City was not affected the event. Chief Winward commented on procedures to follow in case such an event would occur in the City. C. Cirillo opened meeting to public which provided commentary regarding discarded mattresses, children pedestrian safety in school zones, police presence and speeding. C. Cirillo noted that these issues were City wide. Supt. Richardson commented on neighborhood policing and interaction with the youth in Lowell. Chief Winward commented on interaction with youth as well. C. Cirillo noted it is important for community to be comfortable with the police department. C. Leahy thanked those in attendance and commented on the need for the City to respond to the community. M. Samaras commented on recent aid to Lawrence, Andover and North Andover by the Lowell Police.
