RE: Review of proposed Zoning Amendments from Developmental
Services.
PRESENT:
Present on Roll Call were Chairman Milinazzo, C. Belanger, C. Rourke. Also present were Eric
Slagle (Insp. Services), Christine O’Connor (City Solicitor), C. Mercier, C. Samaras, C. Leahy,
Manager Murphy, and C. Leary.
MEETING CALLED TO ORDER:
Chairman Milinazzo called the meeting to order at 5:30 PM in the Council Chamber.
ORDER OF BUSINESS:
C. Milinazzo noted that prior sections have been before Council and have be made into
ordinances. C. Milinazzo noted that neighborhood groups have been very involved and that the
remaining recommendations should be moved forward to the Council to created more
ordinances. Mr. Slagle reviewed remaining sections noting some sections evoked more
discussion than others. The following summarizes some proposed changes: adding uses to
table; definition changes; accessory building changes; clarifying request for permit signs;
telecommunications facilities; site plan review additions; downtown business restrictions;
parking/large scale developments; and overlay downtown district changes. C. Rourke
questioned parking for commercial entities. Mr. Slagle noted commercial spaces could be
added to metered spaces in terms of increasing number of spaces. C. Rourke questioned
accessory structure ordinance. C. Belanger questioned restrictions on transfers to non-taxed

entities. Mr. Slagle outlined the new regulations and the process and reasoning behind them.
Manager Murphy commented on such developments and how often they are being proposed.
C. Milinazzo noted he would report to full Council. Motion to report as a report of progress and
that remaining recommendations be used to create new ordinances by C. Belanger, seconded
by C. Rourke. So voted. C. Mercier commented on the protection that will be present with
restrictions placed on transfer of properties to non-taxed entities.

Motion to Adjourn by C Rourke, seconded by C. Belanger. So voted.
