Community Preservation Committee Meeting Minutes
Thursday, March 23, 2023, 6:30p.m.

A quorum of the Committee was present. B. Buitenhuys called the meeting to order, the time was 6:33 pm.
I. Minutes for Approval
January 12, 2023 Meeting Minutes
D. Fuller motioned, and Y. Baez-Rose seconded the motion to approve the January 12, 2023 meeting minutes. The
motion passed unanimously, (5-0).

Minor Modification: CTI – A Place to Live
Community Teamwork, Inc. has applied to the CPC seeking to change the proposed location for their affordable
housing proposal.
Discussion:
None
Motion:
B. Buitenhuys motioned, and Y. Baez-Rose seconded the motion to continue the request to the May 25, 2023 CPC
meeting. The motion passed unanimously, (5-0).
Minor Modification: Rollie’s Farm (1413-1415 Varnum Ave), 01854
Lowell Parks and Conservation Trust has applied to the CPC seeking to amend their approval to disburse $1 million
of the approved funding to the City of Lowell to be spent on the project. The modification will allow the City of
Lowell to receive the full Land, Water, and Conservation Grant.

Discussion:
J. Calvin explained the Land, Water, Conservation Fund requires funds be disbursed directly from the City. J. Calvin
said that the most expeditious solution was to add the City of Lowell as a co-recipient of funds.
B. Buitenhuys said he had no concerns.
S. Gallivan asked about the request. J. Calvin said the request would make the City a co-sponsor for the grant.
Y. Baez-Rose explained the reasoning for the request.
J. Calvin provided an update and said all necessary funds have been raised to acquire the property, and they are
beginning to look at designs for the site. J. Calvin said a conceptual plan has been developed and they are into the
schematic design phase.
Motion:
Y. Baez-Rose motioned, and S. Gallivan seconded the motion to add the City of Lowell as a co-grantee. The motion
passed unanimously, (5-0).
