City of Lowell – Community Preservation Committee Community Preservation Committee Meeting Minutes Thursday, June 15, 2023, 6:30p.m. Conducted in-person and via zoom Note: These minutes are not completed verbatim. For a recording of the meeting, visit www.ltc.org Members Present Adam Baacke, Chair Lloyd DeJesus, Member Yovani Baez-Rose, Member Troy Depeiza, Member Ryan Rourke, Member Members Absent Brad Buitenhuys, Member Sinead Gallivan, Member Philip Shea, Member Others Present Francesca Cigliano, Senior Planner A quorum of the Committee was present. Chairman Baacke called the meeting to order at 6:50PM. I. Minutes for Approval 3/23/2023 meeting minutes Y. Baez-Rose motioned and T. Depeiza seconded the motion to approve the meeting minutes. The motion passed unanimously, (5-0). II. Continued Business III. New Business IV. Other Business Vote on FY24 Budget Recommend to the Lowell City Council to appropriate or reserve from the Community Preservation Fund annual revenues or available funds amounts for committee administrative expenses, debt service, community preservation projects, and other expenses for FY24, with each item to be considered a separate appropriation. Y. Baez-Rose motioned and T. Depeiza seconded the motion to approve the meeting minutes. The motion passed unanimously, (5-0). Modification Request – CTI: A Place to Live CTI is seeking to modify their CPA approval to change the location of their affordable housing proposal. On Behalf: Steve Joncas, Common Ground Development Motion: Y. Baez-Rose motioned and T. Depeiza seconded the motion to approve the modified project. The motion passed unanimously, (5-0). Modification Request – Acre Crossing The Acre Crossing project team is seeking to modify their CPA approval to allow the funds to be used to assist individuals/families earning up to 100% AMI to purchase the affordable units. The initial approval requires the funds be used for individuals/families earning up to 80% AMI. On Behalf: Steve Joncas, Common Ground Development Motion: T. Depeiza motioned and L. DeJesus seconded the motion to approve the modification. The motion passed unanimously, (5-0). V. Notices VI. Further Comments from Community Preservation Committee Members VII. Adjournment T. Depeiza motioned and A. Baacke seconded the motion to adjourn the meeting. The time was 7:08PM.
