Community Preservation Committee Meeting Minutes
Thursday, March 28, 2024, 6:30p.m.

A quorum of the Committee was present. Chairman Baacke called the meeting to order at 6:30PM.

1/25/2024 Meeting Minutes
B. Buitenhuys motioned, and L. DeJesus seconded the motion to approve the minutes. The motion passed
unanimously, (5-0).

III. New Business
Public Hearing – Community Preservation Plan
Committee and public comments to assess and prioritize City assets, opportunities, and challenges related to the
Community Preservation Act (CPA). Input will be used to inform the City of Lowell Community Preservation Plan
which will guide the Committee on CPA funding decisions.
Discussion:
A. Baacke explained the goal of the public hearing for the CPC. A. Baacke opened the public hearing and invites
participants to speak.
A. Baacke asked if fellow CPC members had comments regarding the CPA plan, or areas of focus for the City.
M. Lelacheur said he looks forward to serving on the CPC. M. Lelacheur said open space is well utilized in the City
and there is an opportunity to expand this via the CPA. M. Lelacheur said expanding open space and parks is
important.
D. Tenczar agreed about the open space and outdoor recreation needs in the City. D. Tenczar said the City does a
good job developing housing, and should focus on open space and outdoor recreation which there is not a lot of.

B. Buitenhuys motioned, and L. DeJesus seconded the motion to adjourn the meeting. The time was 6:34PM.

Floor, Lowell MA 01852 with public welcome and by using remote participation as
follows:
Members of the public may view the meeting via ltc.org or local cable channel 6.
Those wishing to speak regarding a specific agenda item shall register to speak in
advance of the meeting by sending an email to fcigliano@lowellma.gov,
dricker@lowellma.gov, AND pcutrumbes@lowellma.gov indicating the agenda item
and a phone number to call so that you may be issued zoom link to the meeting. If
no access to email, you may contact Development Services at 978-674-4144. All
requests must occur prior to 4:00PM on the day of meeting.
