In accordance with the Massachusetts General Laws Chapter 131, Section 40, and the City of Lowell
Wetland Ordinance Section 280.1-13, the Lowell Conservation Commission will hold a meeting on
Wednesday, January 25, 2017 at 7:00 PM. The meeting will be held in City Council Chambers, City Hall
Second Floor, 375 Merrimack Street, Lowell, MA.

A Notice of Intent has been filed by Kennedy Waterfront Trust for the proposed construction of a twelve
story Mixed-Use Development located at 1 East Merrimack Street in Lowell, Massachusetts. Portions of
the project are within the Riverfront Area of the Concord River. The project is a redevelopment project
since the existing site currently consists of a 1 story brick building and pavement areas.

The applicant has requested a three-year extension of the Order of Conditions (OOC) originally issued on
February, 25, 2014 for the L2, L5, L6, and 2381 Distribution Line Upgrade and Improvements Project on
105 Industrial Ave. Outstanding activities include the creation of compensatory flood storage to mitigate
for the installation of six (6) distribution poles within the BLSF, Bordering Land Subject to Flooding. This
extension is necessary to meet the performance standards of the Wetlands Protection Act prior to the
submission of a Request for Certificate of Compliance.
