K. Dillon called the meeting to order at 7:00pm with a quorum of members present.

The applicant is seeking a Certificate of Compliance for 7 Avalon Street relative to DEP #206-0815.
On Behalf:

H. Phipps said the property owners are selling the property. In the title exam, there was an Order of
Conditions. They are looking to obtain a Certificate of Compliance. No work was completed. They were
going to add to the property. Looking to clear the title so the property owners can sell.

In accordance with the Massachusetts General Laws Chapter 131, Section 40, and the City of Lowell
Wetland Ordinance Section 280.1-13, the Lowell Conservation Commission will hold a meeting on
Wednesday, October 9, 2024 at 7:00 PM in-person in the City Council Chambers, 375 Merrimack Street,
Lowell MA 01852.
Meetings will be held in the City Council Chambers at 375 Merrimack Street, Lowell MA 01852
with public welcome and by using remote participation as follows:
Members of the public may view the meeting via ltc.org or local cable channel
6. Those wishing to speak regarding a specific agenda item shall register to
speak in advance of the meeting by sending an email to
fcigliano@lowellma.gov , dricker@lowellma.gov , AND
pcutrumbes@lowellma.gov indicating the agenda item and a phone number to
call so that you may be issued zoom link to the meeting. If no access to email,
you may contact Development Services at 978-674-4144. All requests must
occur prior to 4:00PM on the day of meeting.
