Members of the public who wish to speak regarding a specific agenda item shall register to speak in advance of the meeting by sending e-mail to the City of Lowell Elections and Census Office indicating the agenda item and a phone number to call so that you may call into the meeting at a designated time. Hearing on candidate eligibility pursuant to Special Acts: Chapter 230 of the Acts of 1954; Chapter 666 of the Acts of 1942; and Chapter 725 of the Acts of 1957. Specifically, the Election Commission for the City of Lowell will determine forthwith whether on November 5th, 2019 Dominik Lay was a resident of the City of Lowell, and therefore eligible to now fill an open seat on the Lowell School Committee. 3.
