A meeting of the Lowell License Commission convened at 6:30 p.m., Thursday, July 26, 2012 in the
Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, Massachusetts 01852
Present: Walter Bayliss, Commissioner, presiding, Raymond Weicker, Commissioner, Brian Akashian,
Arthur Ryan, Deputy Superintendent of Police, Lt. Frank Rouine of Lowell police department
Commissioner Bayliss and Deputy Superintendent Ryan spoke of the hours of special licenses for alcohol
beverages, amplification permits, and of certain streets closed for motor vehicle traffic to allow
pedestrians safe passage between downtown locations during Folk Festival weekend, July 27, 28, 29.

Motion by Commissioner Akashian, second by Commissioner Bayliss, it was voted to approve public

Motion by Commissioner Akashian, second by Commissioner Weicker, it was unanimously voted to
approve special one-day licenses for malt beverages & wines only, subject to the amendment in which
each license expires at 12 midnight on Friday and Saturday, and 6 p.m. on Sunday

Motion by Commissioner Weicker, second by Commissioner Akashian, it was unanimously voted to
approve amplification permits.
Application for change of manager by Outback Steakhouse of Florida, LLC, all alcoholic beverages
restaurant licensee at 28 Reiss Avenue, from Kerry Carruba to David Charles Cobb of Norton, MA
David Cobb, present; Mr. Cobb stated that he had 21 years experience in the restaurant business.
Motion Commissioner Bayliss, second by Commissioner Weicker, it was unanimously voted to approve
David C. Cobb as manager of record for Outback Steakhouse of Florida, LLC.
Communications from the Alcoholic Beverages Control Commission, notices that applications require
additional information from license applicants; Atty. Kaleb Pan files amendment as counsel for one
license applicant.
Motion by Commissioner Akashian, second by Commissioner Weicker, it was unanimously voted to
place communications on file.
