Minutes for Lowell License Commission meeting, Thursday, September 24, 2015 at 6:30 p.m., City Council
Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852
Present: John Descoteaux, Commissioner, Chairman, Commissioners Cliff Krieger, Nancy McGovern, and Terry
McCarthy; and Captain Jack Webb of the Lowell Police Department.
Absent: Kristen Hogan, Commissioner
The Commission approved the minutes for meeting September 10, 2015 with corrections page 2 and page 3, on
the motion by Commissioner Krieger, second by Commissioner McCarthy, to wit: “ a comma” inserted on page 2
after “he addressed the Commission about the incident” and after “Mr. Federico showed to Officer Comtois his
cell phone;” and the following sentence inserted on page 3: “Commissioner Krieger stated a point to understand:
[the manager] should get the police officer’s name and badge number when addressing an officer about the
incident.”
The Commission reviewed the applications for public amusement licenses by Global Spectrum, LP, Keith Vaske,
General Manager, Lowell Memorial Auditorium at 50 East Merrimack St. Dean Easterling, representative for
Global Spectrum, was present. The events are:
(1) Alvin and The Chipmunks, Thursday, October 8, 2015, 3:00 p.m. – 4:30 p.m., and 6:00 – 7:30 p.m.
(2) Toby Mac, Friday, October 9, 2015, 7:30 p.m. – 11:00 p.m.
(3) Premier Boxing Championships, Saturday, October 10, 2015, 5:00 p.m. – 11:30 p.m.
(4) JAM’N 94.5’s Presents Fetty Wap, Monday, October 20, 2015, 8:00 p.m. – 11:30 p.m.
The Commission voted to approve the public amusement licenses for events at the Lowell Memorial Auditorium
on the motion by Commissioner McCarthy, second by Commissioner McGovern.
The Commission reviewed the applications for special one-day license to sell/dispense malt beverages & wines
only, or either one:
Theodore S. Panagiotopoulos of Athenian Corner, Megan's House Soft Opening, 32 Berry Road, Wednesday,
September 30, 2015, 3:00 p.m. to 9:00 p.m. Ted Panagiotopoulos was present.
Diana Coluntino, Mill No. 5, 250 Jackson Street, Fundraiser for New Vestures, Inc., Thursday, October 29, 2015,
7:00 p.m. to 9:00 p.m. Diana Coluntino was present.

Tracy Martino of Aramark, New Faculty Welcome Reception, for Tuesday, October 6, 2015, 3:00 p.m. to 7:30
p.m. at University Crossing, Maloney Ballroom, 220 Pawtucket St. Tracy Martino was present.
Pete Crewe of the Merrimack Repertory Theatre, Liberty Hall, 50 East Merrimack St., Theatrical Performances
by the Merrimack Repertory Theatre, October 7, 8, 9, 10, 11, 14, 15, 16, 17, 18, 21, 22, 23, 24, 25, 28, 29, 30, 31,
November 1 - 2015, concession sales/service for forty-five (45) minutes prior to performance. Pete Crewe was
present.
Jill Meredith Vinci of the Merrimack Repertory Theatre, 132 Warren Street, Wine & Beer Tasting Fundraiser,
Tuesday, October 27, 2015, 6:00 p.m. to 8:30 p.m. Jill Meredith Vinci was present.
The Commission asked each applicant about the event for which an alcohol beverages license was requested. The
Commission, on the motion by Commissioner McCarthy, second by Commissioner Krieger, voted to grant malt
beverages and wines only licenses to Ted Panagiotopoulos, Diana Coluntino, Tracy Martino of Aramark, Pete
Crewe of the Merrimack Repertory Theatre, and Jill Meredith Vinci of the Merrimack Repertory Theatre.
The Commission reviewed the application for special events permit for amplification of sound for outdoor public
entertainment by Theodore Panagiotopoulos of Athenian Corner, sound system for acoustic music, live, at
Megan's House Soft Opening, 32 Berry Road, Wednesday, September 30, 2015, 5:00 p.m. to 8:00 p.m. Ted
Panagiotopoulos was present. The Commission, on the motion by Commissioner Krieger, second by
Commissioner McCarthy, voted to approve the special events permit for amplification of sound for Theodore
Panagiotopoulos of Athenian Corner.
The Commission reviewed the communications from William M. Taylor, Superintendent of Police, re:
Mill City Ballroom, Inc., Joel Asadoorian, Manager, all alcoholic beverages restaurant licensee at 74 Merrimack
St. – three letters alleging misconduct by the licensee on the following dates: July 24-25, 2015; August 15, 2015;
and September 13, 2015. The Commission, on the motion by Chairman Descoteaux, second by Commissioner
Krieger, set the date for each hearing as Thursday, October 8, 2015 at 6:30 p.m. in the Council Chamber.
The Commission reviewed the applications for special one-day licenses to sell/dispense all alcohol beverages
from Isabel Chavez of the Holy Ghost Society, for events at Holy Ghost Park, 65 Village Street. Ms. Chavez was
not present. The Commission recessed the meeting for ten minutes to await the appearance of Ms. Chavez. The

Commission resumed the regular meeting, but due to Ms. Chavez absence, continued the matter of her
applications to the next regular meeting of October 8, 2015:
(1) fundraiser by Fred Smith, Saturday, October 3, 2015, 5:00 p.m. to 12:00 midnight
(2) Brazilian Feast, Sunday, October 4, 2015, 5:00 p.m. to 12:00 midnight
(3) Madeira Night, Saturday, October 10, 2015, 6:00 p.m. to 1:00 a.m.
(4) Graciosa Night, Saturday, October 17, 2015, 5:00 p.m. to 1:00 a.m.
(5) Portuguese Night, Saturday, November 7, 2015, 6:00 p.m. to 1:00 a.m.
(6) Wedding, Saturday, November 14, 2015, 5:00 p.m. to 1:00 a.m.
The Commission voted to adjourn the meeting at 7:05 p.m. on a motion by Commissioner Krieger, second by
Commissioner McCarthy.
