License Commission

Minutes for the Lowell License Commission meeting for Thursday, July 28, 2016 at 6:30 p.m., held in the Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852. Present: John Descoteaux, Commissioner, Chairman, Commissioners Cliff Krieger and Terry McCarthy; and Deputy Superintendent Jack Webb of the Lowell Police Department. The Commission, on the motion by Commissioner Krieger, second by Commissioner McCarthy, voted to approve the minutes for the meeting of July 14, 2016. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Krieger, voted to ratify the issuance of a special one-day license for malt beverages and wines only 77SP2016 to Tabatha Garnett, Catering Manager, Aramark, for an event at the Allen House, 2 Solomont Way, Cabot Creamery Conference Reception, Thursday, July 28, 2016, 7:30 p.m. to 12:00 a.m. Tabatha Garnett was present. The Commission reviewed the applications for special one-day licenses to sell/dispense malt beverages & wines only, or either one: Robin Dupell of Cobblestones, enclosed outdoor area in front of 79 Dutton St., Lowell Folk Festival 2016, Friday, July 29, 2016, 6:00 p.m. to 12:00 midnight, service of alcohol within licensed extended street areas will end at 11 p.m., and the extended areas will close at midnight; Robin Dupell of Cobblestones, enclosed outdoor area in front of 79 Dutton St., Lowell Folk Festival 2016, Saturday, July 30, 2016, 12:00 noon to 12:00 midnight, service of alcohol within licensed extended street areas will end at 11 p.m., and the extended areas will close at midnight; Robin Dupell of Cobblestones, enclosed outdoor area in front of 79 Dutton St., Lowell Folk Festival 2016, Sunday, July 31, 2016, 12:00 noon to 6:00 p.m. Robin Dupell was present. Chairman Descoteaux inquired with Deputy Supt. Webb about the applications by Robin Dupell. Deputy Supt. Webb stated Lowell Police had no problem with the requests. George Fru Foryoung, at the Shedd Park Pavilion, and surrounding green space, for the Batibo Alumni Association, Inc. cookout, Sunday, August 28, 2016, 11:00 a.m. to 4:00 p.m. Mr. Fru Foryoung entered the Council Chamber at 6:40 p.m. The Commission, on the motion by Commissioner Krieger, second by Commissioner McCarthy, voted approval of the applications for special one-day licenses to sell/dispense malt beverages & wines only, or either one. Garneau of The Sporting and Athletic Club of Lowell, Inc., for event on Hanover Street between Market and Merrimack Streets, fundraising event/cookout, Saturday, August 13, 2016, 9:00 a.m. to 10:00 p.m. Dennis Garneau was present. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Krieger, voted approval of the application for special one-day license to sell/dispense all alcoholic beverages. The Commission reviewed the applications for special event permits for amplification of sound for outdoor public entertainment: Dennis R. Garneau of The Sporting and Athletic Club of Lowell, Inc., 525 Market St., sound system for bands; comedian, fundraising event/cookout, Saturday, August 13, 2016, 10:00 a.m. to 10:00 p.m., on Hanover Street between Market and Merrimack Streets; Mr. Garneau was present. Francey Slater of Mill City Grows, sound system for live music, d.j., for the 5th Annual Harvest Festival, Saturday, September 17, 2016, 12:00 p.m. to 4:00 p.m., at North Common Park, 413 Fletcher St. Suzzanne Cromwell was present to represent Francey. The Commission, on the motion by Commissioner Krieger, second by Commissioner McCarthy, voted approval for the special event permits for Dennis Garneau and Francey Slater. The Commission reviewed the application for Sidewalk Stand license from Mark Coddaire, d/b/a Marx Running & Fitness, 118 Merrimack Street, Seasonal April to October 2016. Mark Coddaire was present. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Krieger, voted approval for the sidewalk stand license for Mark Coddaire.
