Minutes for the Lowell License Commission meeting for Thursday, December 1, 2016 at 6:35 p.m., held
in the Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852.
Present: John Descoteaux, Commissioner, Chairman, Commissioners Cliff Krieger, Martha Howe, and
Joseph Donahue; and Deputy Superintendent Jack Webb of the Lowell Police Department.
Absent: Commissioner Terry McCarthy.
The Commission approved the minutes for the meeting of November 17, 2016 on the motion by
Commissioner Krieger, second by Commissioner Howe.
The License Commission reviewed the 2017 meeting calendar. Chairman Descoteaux announced that
the License Commission would schedule to convene meetings at 6:00 p.m. in the City Council Chamber
on the following dates: Thursday, January 12, 26, February 16, March 9, 23, April 6, 27, May 11, June
1, 22, July 13, 27, August 10, 24, September 14, 28, October 19, November 9, 30, December 14. The
Commission, on the motion by Commissioner Krieger, second by Commissioner Donahue, voted to
ratify the 2017 meeting scheduled.
The Commission reviewed the applications for special one-day license to sell/dispense malt beverages &
wines only, or either one:

Dance, Saturday, December 10, 2016, 6:00 p.m. to 12:00 a.m. Tony Teixeira was present.

Fundraiser, Saturday, December 31, 2016, 7:00 p.m. to 1:00 a.m.
Tabatha Garnett, Catering Manager, Aramark, University Crossing 260, 220 Pawtucket Street, UML
Holiday Party, Friday, December 9, 2016, 2:00 p.m. to 7:00 p.m. Tabatha Garnett was present.
Chairman Descoteaux addressed Mr. Teixeira, a first-time applicant, about his responsibility as manager
of record for the sale and dispensing of alcohol beverages at each event; if he has any questions he

should contact the License Commission office. The Commission, on the motion by Commissioner
Krieger, second by Commissioner Howe, voted to approve licenses for Tony Teixeira and Tabatha
Garnett.
The Commission opened the public hearing on the application by 1981 Ramen Bar, LLC, Peter Huynh,
Manager, 129 Merrimack St., all alcoholic beverages restaurant licensee, for alteration of premises, to
add outdoor seating, 6 tables, 15 chairs, and 8’x16’ fenced patio. Peter Huynh was present. The
Commission reviewed the legal notice published November 18, 2016 in the Lowell Sun newspaper; the
signed affidavit of abutter notification, white postal slips, and green return receipts for certified mail.
The affidavit was ordered to be placed on file. Chairman Descoteaux opened the hearing for public
comment; no one was present to speak in favor or against the application; that portion of the hearing was
closed. The Commission, on the motion by Commissioner Krieger, second by Commissioner Donahue,
voted to approve the addition of sidewalk seating for restaurant to sell and serve alcohol beverages by
1981 Ramen Bar, LLC.
The Commission reviewed the application by KMH Automotive Corp., Keith Harley, President, for
license for Second Hand Motor Vehicles – Used Car Dealer, Class II, for premises at 45 Meadowcroft
Street. Keith Harley was present. Mr. Harley stated that he has been at the location [45 Meadowcroft St.]
for the [past] five years. Mr. Harley, at the request of Chairman Descoteaux, approached the
Commissioners table to explain the outside area for storage of used motor vehicles. After a discussion,
the Commission, on the motion by Commissioner Krieger, second by Commissioner Howe, approved
the application for license for Second Hand Motor Vehicles: Used Car Dealer, Class II for KMH
Automotive Corp., Keith Harley, President, for premises at 45 Meadowcroft Street, for the sale and
storage of not more than four (4) motor vehicles in a triangle open space adjacent to the railroad tracks.

The Commission reviewed the application by LD Holdings LLC, Lauren Disalvo, Managing Member,
for transfer of the all alcoholic beverages restaurant license from Mill City Ballroom Inc., Joel
Asadoorian, Manager, for premises at 74 Merrimack Street.
The Commissioner reviewed the application by LD Holdings LLC, Lauren Disalvo, Managing Member,
for transfer of the all alcoholic beverages restaurant license from Mill City Suds Inc., Jan Mistrik,
Manager, for premises at 76-86 Merrimack Street.
Lauren Disalvo and Attorney Travis Jacobs, legal counsel for LD Holdings LLC were present. It was
requested that the Commission schedule a public hearing for each application for the meeting of
December 15, 2016. After some discussion, the Commission on the motion by Chairman Descoteaux,
second by Commissioner Howe, voted to schedule a public hearing for each application by LD Holdings
LLC for January 12, 2016 at 6:00 p.m. to be held in the City Council Chamber.
The Commission, on the motion by Commissioner Krieger, second by Commissioner Howe, voted to
adjourn the meeting at 6:50 p.m.
