Minutes for the Lowell License Commission meeting for Thursday, June 21, 2018 at 6:00 p.m.,
held in the City Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852.
Present: John Descoteaux, Commissioner, Chairman, Commissioners Terry McCarthy, Martha
Howe, and Joseph Donahue; and Captain Paul Laferriere of the Lowell Police Department.
Absent: Commissioner Clifford Krieger
The Commission approved the meeting minutes for June 7, 2018 on the motion by
Commissioner Donahue, second by Commissioner Howe.
The Commission reviewed the application by Aaronap Cellars LLC, Noel A. Powell, Manager, a
Farmer Winery, for a license to sell wine at a Farmer’s Market at the premises of 250 Jackson
St., Mill No. 5, 4th floor, Sundays commencing July 1 thru December 30, 2018, 11:00 a.m. to
3:00 p.m. Shawna Hollebone was present to represent Aaronap Cellars. The Commission voted
to approve the license for Aaronap Cellars LLC on the motion by Commissioner McCarthy,
second by Commissioner Donahue.
The Commissioner reviewed the applications for special one-day license to sell/dispense malt
beverages and wines only, or either one:
Ratification of the license issued June 8, 2018 to Tabatha Garnett, Catering Manager, Aramark,
Allen House, 2 Solomont Way, New England American Studies Annual Conference, Friday,
June 8, 2018, 3:00 p.m. to 8:00 p.m. Tabatha Garnett was present.

Chairman Descoteaux questioned the Executive Secretary about the Commission’s policy of
applicants appearing on their own behalf, as it was duly noted the absence of one of the license
applicants. The Secretary stated that Jerry Murphy of Old Court was not able to be present and
could not appear at the previous License Commission meeting.
The Commission, on the motion by Commissioner Donahue, second by Commissioner
McCarthy, voted approval of licenses for Tabatha Garnett, Jerry Murphy, Scott Pelletier, and
Nikole D. Berrios.
The Commission reviewed applications for special events permit for amplified outdoor public
entertainment.

The Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe,
voted to approve special events permits for amplification for the Lowell Festival Foundation,
National Park Service, Old Court, Cobblestones, Village Smokehouse, Blue Shamrock, Heritage
Farm Ice Cream, and Lowell Kinetic Sculpture Race.
The Commission reviewed applications for Sidewalk Stand permits.
Ratification of the permit issued June 8, 2018 to Lydia Blanchard, d/b/a Sweet Lydia's, 160
Merrimack Street, Seasonal June to October 2018. Lydia Blanchard was present.
Cindy Dalton, Public Relations Specialist, LUK, Inc., 169 Merrimack Street, for Lowell Folk
Festival July 27, 28, 29, 2018. City Dalton was present.

The Commission, on the motion by Commissioner Donahue, second by Commissioner Howe,
voted to approve Sidewalk Stand permit for Lydia Blanchard, Cindy Dalton, Yodelqui Bone, and
Maria Vejar-Mason.

The Commission reviewed the application filed by Mill City Cheesemongers, LLC, d/b/a Mill
City Cheesemongers, Elizabeth A. Falk, LLC Manager, for transfer of malt beverages & wines
only package store license from Bearcamp, Inc., d/b/a Tutto Bene Wine & Cheese Cellar, Wendi
Wilkens, President, and for change of location from 58 Prescott Street, unit # 3C, to 250 Jackson
Street, Unit 453. The Commission voted to have publication of legal notice for June 29, 2018 in
the Lowell Sun newspaper, and the public hearing date and time of July 12, 2018 at 6 p.m. to be
held in the City Council Chamber.
The Commission reviewed license transfer from Gaelic Club to Rex Corp., 255 Chelmsford St.
The Commission, on the motion by Commissioner Donahue, second by Commissioner Howe,
voted to cancel the transfer of license and change of type of license per communication received
from legal counsel for Rex Corp.
The Commission, on the motion by Commissioner Donahue, second by Commissioner Howe,
voted to adjourn the meeting at 6:20 p.m.
