Minutes for the Lowell License Commission meeting for Thursday, January 10, 2019 at 6:00 p.m., held in
the City Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852.
Present: John Descoteaux, Commissioner, Chairman, Commissioners Clifford Krieger, Terry McCarthy,
Martha Howe, and Joseph Donahue; and Captain James Hodgdon of the Lowell Police Department.
The Commission, on the motion by Commissioner McCarthy, second by Commissioner Krieger, voted to
approve the meeting minutes for December 13, 2018.
The Commission reviewed the applications for special one-day license to sell/dispense malt beverages
and wines only, or either one:

Ms. Simone stated that two malt beverages are offered for sale to visitors. The Commission, on the
motion by Commissioner Krieger, second by Commissioner Donahue, approved the licenses for Jennifer
Simone of Mill No. 5.
The Commission reviewed the application for special one-day malt beverages & wines only license
[originally recorded for all alcohol beverages] by Wendy Blom of Lowell Telecommunications Corp., for

the member party and open house at 246 Market Street, Friday, January 25, 2019, 5:00 p.m. to 7:00 p.m.
Ms. Blom was present. Chairman Descoteaux stated he is an LTC member, and therefore would vote
present on a motion to approve the license. Ms. Blom explained the event is to encourage more
membership. Chairman Descoteaux requested comments from the Commission, hearing none, called for a
roll-call vote on the application. Chairman Descoteaux stated present, Commissioner Krieger stated
present, Commissioner McCarthy voted yes, Commissioner Howe voted yes, Commissioner Donahue
voted yes. The Executive Secretary announced three Commissioners voted yes to approve the license for
Wendy Blom of LTC.
The Commission reviewed applications for special one-day license to dispense wines only by
Steve Syverson, President, Arts League of Lowell, for events at 307 Market Street

was present. The Commission, on the motion by Commissioner Donahue, second by Commissioner
Howe, voted to approve licenses for Steve Syverson of Arts League of Lowell, and for Jim Dyment of
The Brush Art Gallery & Studios.
The Commission reviewed the application for special events permit for the amplification of sound by
Henri B. Marchand, Cultural Affairs Director, for Winterfest 2019, Friday, February 22, 2019, and
Saturday, February 23, 2019, Friday 5:00 p.m. to 10:00 p.m.; Saturday 12 noon to 10:00 p.m., at JFK
Plaza and Arcand Drive, bands, sound system. Henry Marchand was present. Mr. Marchand explained the
set-up for this year’s Winterfest; the venues are at JFK Plaza and on Arcand Drive from the JFK building

to City Hall. The Commission, on the motion by Commissioner McCarthy, second by Commissioner
Krieger, voted to approve the special events permit for amplification for Winterfest 2019.
The Commission reviewed the application by House Bear Brewing, LLC, 25 Storey Ave., #238,
Newburyport, MA, Carl Hirschfeld, Manager of Record, Elizabeth Borges, LLC Manager, a Farmer
Winery FW-LIC-000095, for a license to sell wine at The Farm Market, premises at 250 Jackson St., Mill
No. 5, 4th floor, Sundays January 20, February 3 and 17, March 10, 24, and 31, 2019; hours 11:00 a.m. to
3:00 p.m. Carl Hirschfeld and Elizabeth Borges were present. A brief question and answer took place
between Chairman Descoteaux and Ms. Borges on the set-up of vendors for the Mill No. 5 Farm Market.
The Commission, on the motion by Commissioner Howe, second by Commissioner Donahue, voted to
approve the license for House Bear Brewing, LLC.
The License Commission scheduled a public hearing for January 10, 2019 at the regular meeting held on
December 13, 2018 for Coelho Fuel, Inc., Francisco Coelho, President, used car dealer licensee at 493
Princeton Boulevard. The Executive Secretary stated that due to the renewal of 2019 annual licenses for
alcohol beverages, second hand motor vehicles, and license for common victualler, he did not have the
time to prepare a notice of hearing for Coelho Fuel, Inc. in accordance with guidelines recommended on
December 13th, that is, a fourteen notice of hearing to be sent certified mail, and first class postage. A
proper notice of hearing would be reviewed by a City attorney for content and form. The Secretary
apologized for the inconvenience and requested the Commission to consider scheduling the public
hearing for January 31, 2019. Chairman Descoteaux stated the Commission will hold the public hearing at
6:00 p.m., January 31, 2019.
The Commission reviewed the communication from Raymond Kelly Richardson, Superintendent of
Police, dated January 3, 2019 regarding allegations of misconduct December 19, 2018 by Bhumi Liquors,
Inc., d/b/a Pacific Liquors, 421 Central Street, Ila Bhagat, Manager of Record, an all alcoholic beverages
package goods store licensee. Chairman Descoteaux stated the Commission will hold the hearing on
January 31, 2019.

The Commission reviewed the application by Gold Bar, LLC, Vinh Q. Le, LLC Manager, for transfer of
all alcoholic beverages restaurant license from DCGR, Inc., d/b/a D & G All Star Lounge, David Cruz,
Manager, for premises at 177 Merrimack Street. The Commission scheduled the public hearing for
January 31, 2019. Legal notice will be published in the Lowell Sun newspaper on Friday, January 18,
2019.
The Commission reviewed the application by Roshani Enterprises, Inc., Vinodchandra J. Zaveri,
President, for transfer of the malt beverages and wines package store license from Chelmsford Street
Quick Mart, Inc., Simon E. Elzenni, Manager, for premises at 299 Chelmsford Street. The Commission
scheduled the public hearing for January 31, 2019. Legal notice will be published in the Lowell Sun
newspaper on Friday, January 18, 2019.
The Commission reviewed the application by Stage Bar, LLC, d/b/a SLUR – Slurpee Bar & Grill,
Christopher Jacobs, LLC Manager, for an all alcoholic beverages restaurant license for premises at 179
Central Street, street level, approximately 1,750 square feet, basement for storage/refrigeration. Means of
egress front doors on Central Street, exit through rear into alley behind building. The Commission
scheduled the public hearing for January 31, 2019. Legal notice will be published in the Lowell Sun
newspaper on Friday, January 18, 2019.
The Commission, on the motion by Commissioner Krieger, second by Commissioner McCarthy, voted to
adjourn the meeting at 6:15 p.m.
