License Commission

Minutes for the Lowell License Commission meeting for Thursday, April 25, 2019 at 6:00 p.m., held in the City Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852. Present: Commissioners Clifford Krieger, presiding, Terry McCarthy, and Martha Howe; Captain James Hodgdon of the Lowell Police Department. Absent: Commissioners John Descoteaux, Joseph Donahue The Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe, voted to approve the meeting minutes for April 11, 2019. The Commission reviewed the applications for special one-day license to sell/dispense malt beverages and wines only, or either one: Ashley Roper, Catering Manager, Aramark, for the Graduation & Award Banquet, Friday, May 3, 2019, 4:00 p.m. to 10:00 p.m. at the Allen House, 2 Solomont Way; and for the End of Semester Faculty Gathering, Friday, May 10, 2019, 10:00 a.m. to 3:00 p.m. to be held at the Hoff Center, 1 Perkins St. Ashley Roper was present. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe, voted to approve licenses for Ashley Roper for events on May 3, 2019 and May 10, 2019 at the Allen House, and Hoff Center, respectively. Joann Gumby of Gormley's Café, 139 East Merrimack Street, Mother's Day ovarian cancer fundraiser, Saturday, May 11, 2019, 10:00 a.m. to 3:00 p.m., and Sunday, May 12, 2019, 11:00 a.m. to 1:00 p.m.; and Father's Day cancer fundraiser, Saturday, June 15, 2019, 10:00 a.m. to 3:00 p.m., and Sunday, June 16, 2019, 11:00 a.m. to 1:00 p.m. Joann Gumby was present. The Commission, on the motion by Commissioner Howe, second by Commissioner McCarthy, voted to approve licenses for Joann Gumby for events at Gormley’s Café. Sandy Luangoudom for the Product Lunch, Sunday, May 19, 2019, 3:00 p.m. to 6:00 p.m. at UTEC Café, 41 Warren St. Sandy Luangoudom was present. The Commission, on the motion by Commissioner Howe, second by Commissioner McCarthy, voted to approve license for Sandy Luangoudom. License Commission minutes April 25, 2019 page 1 of 3 James O'Hearn of Pollard Library Foundation, for the Meet the Author Night featuring Martha Hall Kelly, Tuesday, May 21, 2019, 6:00 p.m. to 8:00 p.m., at Pollard Memorial Library, 401 Merrimack St. James O’Hearn was present. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe, voted to approve license for James O’Hearn of Pollard Library Foundation. Elizabeth M. Pellerito for the UMass-Lowell Labor Education Program 25th Anniversary Celebration, Thursday, May 30, 2019, 5:30 p.m. to 8:00 p.m., at UTEC, 35 Warren St. Elizabeth Pellerito was present. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe, voted to approve license for Elizabeth M. Pellerito for the May 30th event at UTEC. Lawrence Cahill, d/b/a Larry Cahill Photography, for the Photography Exhibition - Meet the Artists Reception, Thursday, June 6, 2019, 6:00 p.m. to 9:00 p.m. at LTC, 246 Market St. Lawrence Cahill was present. The Commission, on the motion by Commissioner Howe, second by Commissioner McCarthy, voted to approve license for Lawrence Cahill for the Artists Reception, June 6th at LTC. Vinny Boungnasy of Wat Lao Mixayaram of New England Inc., temple grounds at 45 Bernier St., Annual Fundraising Festival, Saturday, July 6, 2019, 12:00 noon to 8:00 p.m., and Sunday, July 7, 2019, 12:00 noon to 8:00 p.m. Vinny Boungnasy was present. Commissioner McCarthy questioned Mr. Boungnasy about an estimate for attendance at the two-day event. Mr. Boungnasy stated approximately 200 people each day. Commissioner McCarthy recommended a detail police presence for each day. Mr. Boungnasy was advised to speak to Captain Hodgdon after the meeting. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe, voted to approve licenses for Vinny Boungnasy of Wat Lao Mixayaram of New England Inc. for July 6th and 7th for the temple grounds at 45 Bernier St. The Commission reviewed the application by Merrimack Ales, LLC, Adam Pearson, LLC Manager, for a Farmer Series Pouring Permit, for premises at 92 Bolt Street, Unit 2. It is requested that Adam Pearson be approved as manager of record for Merrimack Ales, LLC. The Executive Secretary stated that Mr. License Commission minutes April 25, 2019 page 2 of 3 Pearson filed the documents for the application in order to schedule the public hearing. The Commission, on the motion by Commissioner Howe, second by Commissioner McCarthy, voted to schedule the public hearing for Thursday, May 23, 2019 at 6:00 p.m. in the City Council Chamber. A legal notice is to be published in the Lowell Sun newspaper for Friday, May 10, 2019, and abutters are to be notified by the applicant within three (3) days after the publication of said legal notice.
