Minutes for the Lowell License Commission meeting for Thursday, May 9, 2019 at 6:00 p.m., held in the
City Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852.
Present: John Descoteaux, Commissioner, Chairman, Commissioners Clifford Krieger, Terry McCarthy,
Martha Howe, and Joseph Donahue.
The Commission, on the motion by Commissioner Krieger, second by Commissioner McCarthy, voted to
approve the meeting minutes for April 25, 2019. Commissioner Donahue voted present.
The Commission reviewed the application for special one-day license to sell/dispense all alcoholic
beverages by Connie A. Martin of Community Teamwork, Inc., at 126 Phoenix Avenue, CTI's Spring
Celebration, Thursday, May 23, 2019, 5:30 p.m. to 8:30 p.m. Connie Martin was present. The
Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe, voted to
approve the license for Connie Martin for the event of CTI’s Spring Celebration, May 23, 2019.
The Commission reviewed the application for special one-day license to sell/dispense malt beverages and
wines only, or either one by Siamphone Xaiyavong, for the Puerto Rican of Lowell Festival, Sunday,
August 4, 2019, 12:00 p.m. to 10:00 p.m. at JFK Plaza, Arcand Drive. Siamphone Xaiyavong was
present. Representatives of the Puerto Rican of Lowell Festival were present. Liz Gonzalez was
spokesperson. Ms. Gonzalez stated the beer/wine concession will be in a confined area where guests will
consume alcohol beverages; the confined area is that space which is used during the Lowell Folk Festival.
Festival organizers will staff the beer concession; a police detail will also be present during the festival.
The Commission, on the motion by Commissioner McCarthy, second by Commissioner Donahue, voted
to approve the license for Siamphone Xaiyavong for the event of Puerto Rican of Lowell Festival, August
4, 2019.
The Commission reviewed applications for special one-day license to dispense wines only by Steve
Syverson, President, Arts League of Lowell. Steve Syverson was present. The Commission, on the
motion by Commissioner Krieger, second by Commissioner Howe, ratified the license issued May 1,

Animalia, Sunday, May 5, 2019, 2:00 p.m. to 4:00 p.m.; and approved licenses for events at 307 Market
St.: Artists' reception - "Cloud Palette", Saturday, June 1, 2019, 5:00 p.m. to 7:00 p.m.; Artists' reception -
"Out of the Ordinary", Saturday, June 15, 2019, 4:00 p.m. to 6:00 p.m.; Artists' reception - "Attention to
Detail, Disorder", Saturday, July 20, 2019, 5:00 p.m. to 8:00 p.m.; Artists' reception - "Fabrication of
Imagination", Saturday, August 10, 2019, 4:00 p.m. to 6:00 p.m.; Artists' reception - "Together Again, for
the First Time", Thursday, August 22, 2019, 5:00 p.m. to 8:00 p.m.; and Artists' reception - "Earth, Wind
& Fiber", Saturday, September 21, 2019, 4:00 p.m. to 6:00 p.m.
The Commission reviewed application for special events permit for the amplification of sound from
Kerrie D'Entremont, Greater Lowell Health Alliance, Live Band and D.J., Greater Lowell PRIDE,
Saturday, June 1, 2019, 12:30 p.m. to 5:00 p.m., at Middlesex Community College, 33 Kearney Sq.
Kerrie D’Entremont was present. The Commission, on the motion by Commissioner Howe, second by
Commissioner Donahue, approved the special events permit for amplification for the event Greater
Lowell PRIDE, June 1, 2019.
The Commission reviewed the application by Henry Hoffens, for sound system - audio equipment, Puerto
Rican Festival, Sunday, August 4, 2019, 12:00 p.m. to 10:00 p.m., at the JFK Civic Center. Liz Gonzalez
was present. Ms. Gonzalez stated that Henry Hoffens is travelling to City Hall, but presently is in traffic.
The Commission, on the motion by Commissioner McCarthy, second by Commissioner Krieger,
approved the special events permit for amplification for the event Puerto Rican Festival, August 4, 2019.
The Commission reviewed the application for Pub Crawl license by the Mike McNeil Organization, a
501(c)(3) charitable organization, Jonathan Laliberte, Joshua Litchfield, representatives, for Saturday,
June 15, 2019 from 5:00 p.m. to 12:00 a.m. There are eight (8) licensed establishments in downtown
Lowell to participate in the pub crawl. Jonathan Laliberte and Joshua Litchfield were present. Mr.
Laliberte stated that the Mike McNeil Organization began sponsoring a “pub crawl” in Lowell in 2009. It

has been an annual event to raise money for cancer research. Commissioner Howe asked if this is the first
time in Lowell. Messrs. Laliberte and Litchfield stated that it was last year when it became apparent a pub
crawl license is required. This is the first year applying. Commissioner Donahue inquired about police
detail. Mr. Laliberte stated that the Lowell police will be contacted should the request for license be
approved. Mr. Litchfield stated that there is an estimate of 300 participants. Organizers have established a
list of licensed establishments in downtown Lowell with volunteers placed at all locations for ID
verification. Chairman Descoteaux reminded Messrs. Laliberte and Litchfield that each licensed
establishment has a manager of record who is to maintain responsibility for alcohol beverage sales and
service. The Commission, on the motion by Commissioner Donahue, second by Commissioner Howe,
voted to approve a Pub Crawl license to the Mike McNeil Organization for June 15, 2019 from 5:00 p.m.
to 12:00 a.m., with the condition that the organizer contact Lowell Police Department for police detail.
The Commission reviewed the application by Kabana’s Bar & Lounge, LLC, Joverson Silva, LLC
Manager, for an all alcoholic beverages restaurant license for premises at 490 Central Street, a two-story
building. Joverson Silva and Attorney David Plunkett, legal counsel for Kabana’s Bar & Lounge, LLC
were present. The Commission, on the motion by Commissioner Krieger, second by Commissioner
Howe, ratified the publication of legal notice for Friday, May 10, 2019 in Lowell Sun newspaper, and for
public hearing May 23, 2019 at 6:00 p.m. in the City Council Chamber.
The Commission, on the motion by Commissioner Donahue, second by Commissioner Howe, voted to
adjourn the meeting at 6:15 p.m.
